At the moment he draw his gun he had already decided to shoot her in her face. He only aims at her face. Not one shot but two or three shots. In a split second. Maybe even overkill. Then she was pulled out of the car at her arms and legs to be walked to a stretcher who wasn’t nearby because of all the ICE cars who blocked the street. A doctor nearby the scene wanted to help her but they told HIM that ICE will sent help for her. The video I saw featured one car going around her as she crept forward as it if to block it.She wasn't blocking the street, IMO. Cars were literally going around her.

No, there were no humans in front of her car, but it doesn't matter. Shooting at the driver would still have been inappropriate.Is there video from the front of the car? Could it be possible an agent was in front?

A second car stopped. I have a feeling that if I were to position my car perpendicular to traffic and then creep towards other cars in other lanes, the local police would consider me to be blocking a street.

Her reverse lights were off and the tires were still straight towards him as he's drawing his weapon.I watched the slowed down vehicle. He was drawing as she was in reverse, and as she turns her wheels AWAY from him, to the right. If he had thought to take a step back instead of immediately thinking to shoot, there would not have been an issue.
There are plenty of videos with audio available. The longest clip I have seen starts with her waving the ice cars along and saying something like “go around”. One car does (because she isn’t blocking the street), but others stop, masked men jump out yelling, one is yanking at her door, one is walking around the car (with a phone in his hand), we know the rest…I wish I could find a video of maybe a minute or two before all the videos I am finding so far start. I understand that witnesses are reporting it but every video I see either has no audio at all or starts when the officer approaches her door telling her to get out of the car.
