If Rebekah's disappearance is seen as a "domestic", it is possible that it could be treated a certain way by authorities, IMO. Old attitudes still exist.
Where I live, the approach to drownings is sometimes to wait until just before the spring melt for water levels to drop, if the initial search finds nothing. Officials also hold an annual fall aerial search of the waterways.
However, the I-90 is well-known as a drug transportation corridor, so this cannot be ignored. This is why I pointed out the unidentified woman found north of the border in Pincher Creek, Alberta. Drugs are transported north and the Crowsnest Pass area along Highway 3 is an east-west transportation corridor. A highway rest stop seems like a logical place where contacts would be made, or where truckers might stop to check a load. Significant drug seizures have been made at the border crossings at Piegan-Carway and Coutts-Sweetgrass.
