In Arizona, circuit breaker panels are
typically located outside to comply with local building codes, allowing emergency responders and utility workers quick access. These panels must be accessible, usually 4 to 6 feet off the ground, and are often required to have a main disconnect on the exterior.
Interesting. In the NE we have breakers including the main all indoors (usually in basement or garage). When I had a neutral issue off the line I had to let the FD into my house to check the breaker box. I almost freaked out when my 24Kw standby generator had a switch on it's side cause anyone outside could turn it off (and I was trying to make my house a "gap-less" system for security). Only the meter box is outside and those are all wifi now so the power company no longer comes by to read the usage.
