I recall Kirk Graves telling how Josh was a big talker and a know-it-all, and that his slow, stammering, teary speech we would see on TV was not his true personality. I guess he was not shy to show his true yammering personality in front of the social worker!

I think the public has a right to be appalled and angry with Utah LE right now...I understand that Mr. Cox doesn't want that, but what went wrong that resulted in the deaths of these children could have been avoided and wasn't handled properly, in my opinion. I have a feeling there will be a lot of outrage.

Not to mention that these are the same people handling goodness only knows how many other child welfare cases. What went wrong in this case could obviously be going wrong in hundreds of other cases right now. I'm worried for other children's safety!

The parenting problem is just too big for CPS. Seriously! I heard on the news that Oregon has one of the highest rates of kids in foster care of all the 50 states and are in desperate need of more foster homes. And the state is broke, so where do the kids go when there's no one in the family to care for them and no foster care and no halfway houses?

So, I can imagine them trying to tell themselves things are better for them at home with reckless parents since the alternative might be that there is NO where for them to go.

I know that wasn't the case here because the Cox's wanted them, but it could cause a mindset across the board.

I am also worried for the many thousands of kids out there who are suffering with their parents.

With total respect to any Utah residents or Mormons here on the board - could it be that the Utah authorities withheld this stuff because of negativity towards the Mormon Church and the so-called "Mormon Police"? Did they see it as just crazy ranting but didn't want it to reflect back on the way they handled Josh when looking for Susan?

Or does it make more sense that Utah held it back because they figured they might use the stuff as evidence if they ever found Susan's body? Maybe they feared it leaking out if they released it. But still . . .

I just can't get my mind around them knowing all this and holding it back when there are young children in danger. I'm nearly in shock!

But yes, I would like to know what the reason for the failure to communicate here was.

Agree. Last night I was reading the thread regarding the 15 yr old who had been held in the basement, abused in every way from the time she was 10....not only by her father and stepmother, but her 18 yr old step-brother. CPS was called over 10 times!! The torture and pure hello that child endured will stay with her forever...IF she makes it out of the hospital alive. She now weighs 70 lbs and the damage from starvation may have taken it's toll. I haven't recovered ...yet today from it and it haunts me...now this too. IDK how to stop it...but it just has to!! HLN needs to pick up on it or something. ??????

I agree this was torture, there are no other words. Thank goodness the children got to feel real love. Poor Susan.

On another note, it would not surprise me if the incest drawing was a source of income for JP.

I am still amazed that the children were left in his care with all this known. Having worked in the schools, I can imagine how distressed the teachers felt.

My impression, after reading the psychologist's report, is that Josh was well educated and intelligent and that he was very aware of what was appropriate. He seemed to "act" as he knew he should regarding interacting with his children ... yet just below the surface was a very disturbed, dangerous, anti-social man. It's surprising that with all the tests and interviews that were completed, no one identified that he was capable of severely injuring/harming his children.

Here's what I'm seeing. The psychologist who evaluated the coward knew of ALL the bizarre statements from the kids and the coward's alienation of his kids from their dead mom and her parents. Despite this, he recommended on-going supervised visits AND eventual reunification. So, he was looking at returning custody of two little boys to the man who obviously murdered their mother. Obviously.

Respectfully, Gitana, I didn't interpret the report that way. In the first report, completed before the psychologist had the chance to view the images from Josh Powell's computer, his recommendation lists several conditions before the possibility of reunification:

Also of importance is the issue of stability for Josh Powell. Until further clarity is reached related to the legal situations noted above, Mr. Powell's stability is not secure. Once these matters have been resolved; when he is no longer a subject of investigation, when he can amend his communication style and address the other identified parenting concerns, father's reunification with his sons may be warranted.

To me, that is a pretty high bar to clear. "When he is no longer a subject of investigation" obviously means *if* Josh Powell were cleared; the only other way JP could no longer be a subject of investigation would be if he were convicted and clearly reunification would be impossible at that point.

And then he'd have to do significant work on his personality and parenting deficits.

That all sounds pretty legitimate to me because if Josh Powell were cleared (the matters noted were Susan's disappearance and being implicated in computerised child ), then there really wouldn't be a legal reason to prevent it, as I understand it.

To me, this reads as a polite way of saying "reunification may be possible on a very icy day in hell..."

As to the recommendation in the first report to allow continuing visitation:

In the meantime, Mr. Powell should have ongoing and regular supervised contact with Charlie and Braden (e.g. several hours per visit) two to three times a week. This is predicated on the children's wishes to see their father, the concurrence of their therapist, and Mr. Powell's ability to keep his focus on his children.

Again, this sounds pretty legitimate to me. I am not a lawyer or a psychologist or a judge but when I read "this is predicated on..." that suggests to me that only so long as the three conditions listed were fulfilled could visitation continue. The boys would have to want to see their father, their therapist would have to continue to agree that it was in the boys' best interests and JP would have had to curtail the ranting about the Coxes, Mormons and Jews in front of the boys (which is what the "failure to focus on the boys" refers to earlier in the report).

As I understand the current research, it strongly suggests that children benefit from contact with their family of origin when they are in foster care, either with relatives or with a non-family home.

Visitation would be under supervision at all times and JP was aware of the things the supervisor would be looking for which, if he wanted to regain custody, would tend to suppress the worst of his known behaviour with the boys.

This is my idea of what might have been going on with the pictures on the computer found in the search by WVPD in Utah.

Not long after Susan went missing either the WVPD or Josh Powells lawyer went to court and got any evidence of the case locked up and a gag order put on Powell and the WVPD.

These pictures were not illegal and just them and Susan missing was probably not enough to get the kids taken away from Josh in a Utah court and since Josh moved so fast they really did not have much of a chance.

Now when they did the search of Steve Powells home they found enough evidence to take the kids out and do evaluations.

I think Washinton police got a tip from child services that Josh was going to get the kids back soon and Washington Pd contacted the Utah WVPD and they agreed to send the pics to WA for them to use so Josh would not get the kids back right away.

WVPD in Utah had to go to court and get the court to let them release the pictures to Washington and there were strict rules on who could see them because of this gag order in place in Utah.



I think WVPD wanted to hold on to these pictures and not let Josh and his lawyer know exactly what they were because they were going to use them in a murder with no body trial at some point. They were going to say it was possible Susan had found them on the computer and confronted Josh about them.



It is time now the Utah court unseal this case and release all the evidence but I think the WVPD is going to fight tooth and nail not to release it because I have a feeling these pictures are just the tip of the iceberg.
