The witness, Ramos, stated that Kat put 15. bucks in his commissary account as well as in Andrew S or C's account (didn't catch the latter's last name )

Maybe he demanded to be moved to another facility?

IMO the judge comes off as pro defense OR he is giving leeway to the defense as not to cause a mistrial or a reason for appeal.

This is kind of ridiculous because you dont get a break on federal charges based on cooperation in a state case.

Barth is making the point that he made his statement about Seth, on the day of his federal sentencing. Ramos claims that the 'deal' was already done. But Barth explains that the process doesn't work that way... that a judge has to accept a plea. So in essence he hadn't been sentenced yet.
