Philadelphia FOP donates $5,000 toward rewards

The Philadelphia Lodge #5 Fraternal Order of Police is now offereing a $5,000 reward in the disappearance of Dulce Maria Alavez.

“This case is going to be closed with a tip from the public,” said FOP Lodge 5 President John McNesby. “Somebody out there has information that will help close this case.”

McNesby said the FOP’s reward will be paid when there is an arrest.

I listened to the 911 call a few times.
Dulce's mother is clearly distraught when the male dispatcher comes on the line. By the time the call gets passed to the female dispatcher, she sounds calmer, I'm thinking it's because she had a moment to catch her breath and collect herself.
What I find concerning is the 2nd dispatcher extrapolating a slightly different story from what Dulce's mother is trying to tell her, and how she kind of cuts Dulce's mother off while she is trying to explain what she knows.
 
I have wondered why that play area was open to the public because the pictures posted on earlier threads show that equipment was being installed and it didn’t look safe. It would be hard to run around all that stuff lying in the ground. Is there not a safer playground close by? Did they feel more comfortable at this park for some reason?

That's exactly what I thought when I saw photos of the area posted here. Maybe the playground was closed but people ignored the orange barrier that was around the swings and other parts of the playground. It did not look like a safe place where children should play.
 
Red SUV. The question is Why Was It Ruled Out.

The red Van/SUV that was caught on video entering the park and 4 minutes later exiting the park at the exact time frame that Dulce went missing.”

I found a news article that states that the van was ruled out. LE collected and viewed all the videos, commercial and residential. Sept 24th Updated the 25th

Investigators say they've collected a significant amount of video, both commercial and residential.

The videos were obtained based on investigative leads, including one that was broadcast on NBC10 on Monday night that showed a red vehicle, according to Cumberland County Prosecutor Jennifer Webb-McRae said. A possible suspect in Dulce's disappearance was allegedly seen taking Dulce to a red van.

The vehicle depicted in this video, however, was investigated and determined not to be involved in Dulce's disappearance, Webb-McRae said.

Or, she caused the brother to drop his cone and he was crying and she got scared and ran between the buildings to get out of sight of her mother and either kept on running or ran into water. There is no direct way out of the park to the south. Either cross Jeddy's Pond or to the other stream to the east, I don't know what it is called. Anyway for a 5 year old child alone all her ways were blocked by water except back in the direction her mother was, at the playground, bb courts, Burt Road and the high school.

I suppose that is a possibility - that she did something to her brother and then ran off. We would have to know more about the family to know how a child would react when afraid of getting in trouble. For example, when a child drops a glass and it breaks, some parents go nuts, others calmly get a paper bag, sweep up the glass and give the child a plastic cup.

Given everything we know, I doubt that Dulce ran away and did not come back.

I thought I read that the playground was open but they had not finished the new construction or putting in new equipment or something like that. Imo

I have no idea when the photos were posted, but they were screen shots that someone took from a video. In the images, we can see some sort of orange barrier, not more than 2 feet tall, laying on the ground around the swings - perfect for tangling up little feet. There's also construction materials in the area. The playground might have been open, but it didn't look particularly safe with the construction materials laying around.

Yeah, I remember the authorities made a statement about that. I don't remember them saying it was unsafe, though. Just that part of it was still open and it wasn't finished yet. Imo

An awful lot of people, family and friends walked around the immediate area before dogs were brought in and also dogs do not track well over or through water and there is a lot of water surrounding the area she disappeared from.
There was a report that a bloodhound tracked something (her ?) for about an hour and then lost it but that was many days later and LE never said if they thought it was actually her.
From what I understand, tracking dogs can follow a scent days later so perhaps!

In my opinion, she is far too happy go lucky in the convenience store video to think she would be punished unduly for normal child behavior. I'm assuming she was being raised in a "have a plastic cup" type of environment.

I agree with you. Those kids look to be loved and well taken care of. Somebody watched and took advantage. Maybe somebody told mom playground was open and safe before she decided to go there. MOO

If she ran south past the baseball field, you can see that she is hemmed in by water. Jeddy's Pond becomes Muddy Run.
I have not seen in LE releases any indication that these areas of woods and water have been searched.
They have searched Sunset Lake, and in fact that is one of the first areas they searched. They drained that other area where they do boat racing, but I don't know that they have thoroughly searched this pond and Muddy Run.
I think LE got sidetracked on the red van and the Hispanic male and looked at her having been abducted and taken out of the park.

Yes, but @otto showed some time stamped maps over the years and it seems like there might be some bridge over the pond that would permit access to Mayor Aitkin from behind the 2 DPW sheds. Wonder if this is a clear path that can be used even if its just accessible via foot and not by vehicle. Could a vehicle be left on Mayor Aitkin and a perp simply walk through the woods to the area near the DPW sheds? I just keep wondering if leaving a vehicle in open view on Burt would have been simply too obvious?

Google Satellite of the area is interactive, as you can zoom in and really get to know the area. If you cross mayor Aitken (looks easily done on foot from the park) there are lines on the terrain, indicating walking trails. Also, when you google the park, one of the reviews claims they love it there (along with their dogs) because of all the walking trails.

It looks like Jeddys pond and muddy run don’t connect. ? There might be a walk through there. ? Also, on satellite you can see to the right of Alden field a soccer field. Huge area to park a vehicle. But there are so many small buildings all around the park with vehicles next to them. If someone acted like they were working on something they might be invisible to people going to their destination. Was it confirmed that city employees should have stopped working at three ? Or did I miss read? If so, no one in actual authority would have watched someone pretending to be working. Maybe this was someone who helped build the playground.
 
You can see in the convenience store video what kind of ice cream they got. Ducle's was some sort of cup. So you'd expect a paper cup remaining if she dropped it, and as far as I can tell they found nothing.
This is why I feel she was kidnapped by someone she knows. Someone friendly, someone who would let her bring her ice cream with her in the vehicle.
 
The little boy’s ice cream was on the ground, I think it could have gotten there multiple ways:

He threw it on the ground on purpose

He accidentally dropped it without anyone else’s involvement

Someone else caused him to accidentally drop it
—- Dulce caused him to drop it by mistake
—- Someone known to him caused him to drop it by mistake
—- A stranger caused him to drop it by mistake

Someone else purposefully caused him to drop it
— Dulce deliberately did it
—-A person known to him did it
—- A stranger did it

In all the scenarios, a person who was involved in the disappearance of Dulce could have been involved in the fall of the ice cream, whether they were known to him or not.

What else?

As a mom with kids this age and being from this area, I can say that my concern would be less that someone would abduct my kids, and more concerned that a kid would get injured or lost in the woods, or fall in to the bodies of water in this park.
It's just not really an area where people are messing with little kids and random abductions are not happening.

I feel like maybe there were people in Noema's age group playing basketball, maybe not people she knew so much as friends, but as people she felt safe with, maybe recognized and felt familiar with, and it gave her an extra sense that it's ok regarding the stranger danger.

I personally hate to live in fear of my kids being abducted and the helicopter mentality of some parents where they want kids to live in a protective bubble. I try to foster independence in my children by giving them a sense of safety and letting them run ahead, but know I have to recheck that now.

I also think it was so hot that day, maybe she was sitting in the car with the air running, but who knows.
At any rate, I hope this child is found. I so want a happier ending. Regardless of the outcome, it changes life for this family and community in a negative way. That deserves compassion.
