Could also have been a ski mask rolled up being worn as a hat.. When pulled down covers his face/only leave eyes/mouth exposed.

Something about him looks like Harry Hamlin, around the eyes.
Skillful artist that doesn't really give away ethnicity - so I'm assuming the witness couldn't tell for certain.

High cheek bones. Nose may have been broken at some point, but sunken low bridge to his nose. Protruding brow. Small eyes.
Thin neck.
He'd rather a wool hat then not, as OldSteve, points out, could be habit and/or practical. Stands out. The dark pants, on a hot day.
