I think it proves the state's case. Just like members of the Mafia or any other criminal enterprise, the members don't always get along. There are internal rivalries and disagreements, but the key factor is that everyone sticks together.
JMO, the Wagners pathological "enmeshed" family structure had it's origins in the elder Wagner family, also a group whose members were rumored to have engaged in criminal activities. Billy's parents exerted a tight control over their children and, likely, the people who worked for them. There were benefits to being in that group, but everyone had to stay together and share the workload.
