I suspect your right on that. I worked with the mentally disabled, high school population for 8+ yrs. Just going off his pictures and his FB posts, I'm pretty confident that he somehow fits into that population.
That being said, he put Reann in the dumpster. IMO, that means he knew he did something bad and he attempted to hide it. IF it does turn out that he is mentally disabled, I agree that he shouldn't be subject to the death penalty. I also don't think regular jail or prison is an appropriate placement. I DO think he should be locked up, away from anyone else he could hurt though.
There was a former student of the program I worked in (he was a student before I started working there) that raped a 5yr old in a McDonald's bathroom. My fellow staff that worked with him had expressed concerns, but he graduated and moved on to a transitional work program and that's when the rape occurred. It sounds like they don't think he fully understood what he did was wrong. He probably knew he wasn't suppose to do it, but didn't fully understand why. IMHO, that was a good thing, because otherwise he might have been inclined to kill the 5yr old, so she "wouldn't tell." He ended up in a special placement in a mental hospital, for the mentally disabled, but deemed sexual predators. Sad that such a thing even exists.
I guess that is a word to the wise, just because a young man is mentally disabled doesn't mean that they can't also be dangerous. . .especially with young children. Btw, this boy was Down's. I tend to think when people see a person with Down Syndrome they think cute and harmless, which is often the case, but shouldn't be assumed.
