Victoria Police Chief Commissioner Mike Bush told ABC Radio Melbourne that the group of officers involved in the search warrant yesterday did their own risk-assessment before entering the property.
"They would have made that assessment at the time. I'm sure they could have asked for the Special Operations Group, but they've made a call about this themselves," he said.
The chief commissioner confirmed 100 people were involved in the search on the ground and "several hundred" were involved in the investigation overall.
He said there was no information to suggest the accused gunman had left the local area but acknowledged that he could have left if he was able to access a vehicle.

They've done a risk assessment before doing the search warrant, but they certainly weren't, which is quite obvious, expecting this response."
