But how did Ron end up in Flagler County and everyone else in St Johns, except for Hope who is still in Putnam Cty? This implies to me that Misty & Tommy were together and Ron was elsewhere and Hope was back in Putnam Cty.

If they were watching them undercover, then there could have been different incidences in different areas. That's my best guess.
