On 26 March, Zelenskyy told reporters that the US had proposed a “major” new deal and that Ukrainian officials were still reviewing its terms. Two days later, he said Washington was “constantly” changing the conditions of the proposed minerals agreement but stressed he didn’t want the US to think Kyiv opposed the deal.

The program, run by Yale University’s Humanitarian Research Lab, has been critical in documenting child abductions since Russia’s invasion. Researchers lost access to the database last month after officials terminated the contract over concerns about wasteful spending and, reportedly cutting off the evidence for war crimes investigations. Democratic lawmakers previously urged the administration to restore the program.

According to State Department sources, funding will be provided temporarily to ensure the transfer of crucial data to appropriate authorities. A department spokesperson said, “It is part of the standard close-out procedures for terminated programs.”
UK Prime Minister Keir Starmer accused Russian President Vladimir Putin of “playing games and playing for time” in peace talks with Ukraine. Speaking in Paris on 27 March, Starmer criticized Putin’s demand for sanctions relief before implementing a US-brokered maritime ceasefire.

According to BBC, Starmer stated:

Now is not the time for pulling back or weakening sanctions – now is the time to increase sanctions to get them to the table.

The unit reported that the captives survived combat in a sector where many of their fellow Russian troops were killed during failed assaults, Militarnyi reports.

“They were lucky to survive. Most of their ‘comrades’ still lie in the fields and tree lines after unsuccessful attacks,” the statement read.

Ukrainian military aviation conducted precision strikes on two critical bridges in Russia’s Belgorod Oblast, targeting infrastructure supporting Russian military operations near the Ukrainian border.

The Dnipro Osint analytical group confirmed the attacks on bridges in Grafovka and Nadezhdevka.

“Both roads lead from Krasnaya Yaruga city, where the command group is stationed that attempts to eliminate the Ukrainian bridgehead,” analysts reported.

Reuters reports that RFE/RL confirmed that the US Agency for Global Media (USAGM) rescinded its termination notice after a federal judge intervened on 25 March, potentially preserving the $77 million allocation approved by Congress.

This is an encouraging sign that RFE/RL’s operations will be able to continue, as Congress intended. We await official confirmation from USAGM that grant funding will promptly resume based on the intention expressed in last night’s letter,” RFE/RL President Stephen Capus stated.

Norway will allocate 3 billion Norwegian krone ($285.6 million) for humanitarian assistance to Ukraine and Ukrainian refugees in neighboring Moldova in 2025, the Norwegian government announced on March 27.

"Russia’s attacks on civilian infrastructure, electricity supplies, hospitals, schools and homes have continued with full force, and more and more Ukrainians are being forced to evacuate or flee their homes every day," Norwegian Foreign Minister Espen Barth Eide said in a statement.

I don't think he cares so much about the details of the deal as long as he will get the international credit for bringing the parties together and stopping the hostilities.

Russia may propose supplying a nuclear power plant for tech billionaire Elon Musk's Mars mission, Kirill Dmitriev, head of the Russian Direct Investment Fund, said on March 27.

"Russia can offer a small-sized nuclear power plant for a mission to Mars and other advanced technological capabilities," he said at the Arctic Forum in Murmansk, in comments reported by Reuters.

Dmitriev praised Musk as a "great visionary" and suggested Russia could contribute to a potential Mars mission. He told Russian media on March 18 that he expects Russia to hold talks with Musk soon.

He's keeping his eye on the Nobel Peace Prize, he could care less about the people's lives, Ukrainian properties or the Ukrainian rights. What a pitiful situation to be in. IMO.

What he's doing is creating massive stress in the general US population.

This is not the time to be sword wrattling and screaming about military action in the interest of world peace.

This is basically theater for Putin's benefit.

Strengthening Ukraine, pressuring Russia for the sake of peace, and coordinating joint security steps – these were the key topics at the meeting of European leaders in Paris. Europe clearly knows how to defend itself, and we are working together to ensure greater security for our country and for all the nations of Europe.

There are concrete new defense packages for Ukraine – in particular, France has prepared a €2 billion defense package. We agreed that sanctions against Russia for the war must remain in place as long as the aggression continues. Military representatives of the countries that are willing and able to take concrete, strong steps to ensure peace have been tasked with holding meetings and working through the relevant details. There are also new decisions on partner investments in our defense industry – the Danish model continues to work effectively, and this year, together with our partners, we will produce even more drones and other weapons to defend lives.

I thank every leader and every nation that helps Ukraine. I thank France and the United Kingdom for making our format – the coalition of the willing and capable of working to ensure security – effective.

Today, there was a detailed report by Ukraine’s Minister of Defense, Rustem Umerov — particularly regarding support packages from our partners. Some new good agreements have been reached. There is also an understanding that a new meeting in the “Ramstein” format should take place as early as April — with Germany and the United Kingdom currently leading the format. We are working on its substantive content.

I have instructed the Minister of Defence to present to our American partners all the facts regarding damage to our energy infrastructure caused by Russian attacks. Just in the past 24 hours, there was a targeted Russian drone strike on gas infrastructure in the Poltava region. There was also an artillery strike on Kherson, which damaged the city’s power infrastructure. Yesterday, one of Russia’s attacks on Kharkiv damaged the city’s heating supply infrastructure.

All of this shows that Russia will continue to sabotage diplomacy, and that Moscow’s only tactic remains dragging out the war. Putin may say things that sound like he agrees with the American side, but in reality, the Russian army keeps pushing forward with all available military means. Therefore, pressure on Russia is needed for diplomacy to work.

Russian President Vladimir Putin is reintensifying efforts to portray the current Ukrainian government as illegitimate and unable to engage in negotiations to end the war in Ukraine. Putin reiterated longstanding boilerplate rhetoric during a visit to a Russian submarine command post in Murmansk Oblast on March 27, claiming that "Nazis" and people with "neo-Nazi views" have significant influence in the Ukrainian government and that "neo-Nazi groups" have the "actual power in their hands" in Ukraine.[1] Putin reiterated claims that Ukrainian President Volodymyr Zelensky is illegitimate because Ukraine did not hold presidential elections in 2024 and additionally alleged that all Ukrainian civil authorities are therefore illegitimate since the president appoints regional officials. The Ukrainian Constitution explicitly prohibits elections during periods of martial law and invasion by a hostile country, however.[2] Putin claimed that "neo-Nazi formations" are ruling Ukraine in the absence of a legitimate Ukrainian government and questioned how Russia can negotiate with these groups. Putin has previously characterized the Ukrainian government as illegitimate in an effort to justify Russia's unwillingness to engage in good faith negotiations to end the war and has consistently identified "denazification" – a phrase the Kremlin uses to make its demand for the removal of the Ukrainian government and the installation of a pro-Russian puppet regime – as a goal of his full-scale invasion since February 2022.[3]

Putin is attempting to inject a new demand aligned with the Kremlin's long-standing efforts to undermine the Ukrainian government's legitimacy into discussions about the resolution of the war. Putin proposed that the United Nations (UN), United States, and European countries install a temporary administration in Ukraine that would hold democratic elections to bring to power "a viable government that enjoys the people's trust."[9] Putin claimed that a temporary Ukrainian government would allow Russia to "begin negotiations [with the new Ukrainian administration] on a peace treaty" and "sign legitimate documents that will be recognized throughout the world." White House National Security Council Spokesperson James Hewitt rightly dismissed Putin's proposal to impose a temporary administration over Ukraine, stating that the Ukrainian Constitution and the Ukrainian people determine Ukraine's governance.[10] UN Secretary General Antonio Guterres also rejected Putin's proposal and stated that Ukraine has a legitimate government that must be respected.[11]

Putin’s endorsement of Trump’s Greenland takeover reflects their vision of a new world order​


As JD Vance touched down in Greenland, the Trump administration received an unlikely endorsement for the US’s first potential territorial expansion since 1947: Vladimir Putin.

Speaking at an Arctic policy forum in the northern Russian city of Murmansk on Thursday, Putin presented a more comprehensive case than any US official yet for Donald Trump’s plan to annex Greenland, crafting a historical argument that sounded suspiciously convenient in terms of Russia’s own territorial designs on Ukraine.

The US’s plans to take control of Greenland “may surprise someone only at first glance, and it is a deep mistake to believe that this is some kind of extravagant talk by the new American administration,” Putin began. “Nothing of the sort.”

In short, Putin concluded, get over it. Big countries have territorial ambitions. Deals for land and annexations are not just historical relics – they are a modern reality. And, rejecting generations of international norms not to take territory by force or through extortion, it is none of our business what they do over there.

“As for Greenland, this is an issue that concerns two specific states and has nothing to do with us,” Putin said, while adding that Russia would continue to defend its interests in the Arctic from “dangerous” powers such as Finland and Sweden.

It does not take a Kremlinologist to understand why Putin has come out in support of Trump’s annexation plan. As US power recedes in Europe, the Kremlin is seizing its chance to establish its long-awaited “multipolar world” in which it holds dominion over a sphere of influence, particularly in Ukraine and Belarus. Putin has railed against US hegemony since his Munich speech of 2007, and he finally has a US president who is just as derisive of the postwar order as he is.

Putin’s mantra that countries should mind their own business dovetails closely with Trump’s transactional view of the world, as well as his deep suspicion of transnational organisations and alliances set up after the second world war.

Anzhalika Melnikava, the speaker of the Belarusian Coordination Council, disappeared on March 25, and there has been no contact with her since, the council reported on March 28.

"We hope for the best, but we understand that representatives of Belarusian democratic forces remain priority targets of security services of the Belarusian and Russian regimes," the council said on Telegram.

Russia has reportedly deployed advanced electronic warfare equipment to counter Ukraine’s precision bombing capabilities, Forbes reports.

“They have brought in new electronic warfare equipment,” a Ukrainian military blogger Sonyashnyk noted in the report. “They can really interfere with a strike.”

"I can confirm that Putin is trying to get time and is preparing for a spring offensive. We see preparations for this upcoming operation," Zelensky said on March 27. Kyiv says that the Kremlin is stalling the peace talks to buy time for its troops to grab more land.

Expecting another offensive into Sumy Oblast, Ukraine launched its own incursion into Russia's Kursk Oblast in August 2024 to disrupt Russian plans. Ukrainian forces initially seized some 1,300 square kilometers (500 miles) of Russian territory but lost much of its positions after Moscow's counteroffensive earlier this month.

The U.S. helped broker a partial ceasefire covering strikes against energy facilities and military operations in the Black Sea on March 25 following several rounds of talks with Ukraine and Russia in Riyadh.

Only two days later, President Volodymyr Zelensky claimed that Russian forces attacked energy infrastructure in the city of Kherson, adding that "there should be a reaction from the United States."

Kyiv also accused Russia of attacking energy infrastructure in Poltava Oblast. Naftogaz, Ukraine's state-owned energy company, reported that Moscow struck its infrastructure on March 28.
