There are concrete new defense packages for Ukraine – in particular, France has prepared a €2 billion defense package. We agreed that sanctions against Russia for the war must remain in place as long as the aggression continues. Military representatives of the countries that are willing and able to take concrete, strong steps to ensure peace have been tasked with holding meetings and working through the relevant details. There are also new decisions on partner investments in our defense industry – the Danish model continues to work effectively, and this year, together with our partners, we will produce even more drones and other weapons to defend lives.

I thank every leader and every nation that helps Ukraine. I thank France and the United Kingdom for making our format – the coalition of the willing and capable of working to ensure security – effective.

Today, there was a detailed report by Ukraine’s Minister of Defense, Rustem Umerov — particularly regarding support packages from our partners. Some new good agreements have been reached. There is also an understanding that a new meeting in the “Ramstein” format should take place as early as April — with Germany and the United Kingdom currently leading the format. We are working on its substantive content.

I have instructed the Minister of Defence to present to our American partners all the facts regarding damage to our energy infrastructure caused by Russian attacks. Just in the past 24 hours, there was a targeted Russian drone strike on gas infrastructure in the Poltava region. There was also an artillery strike on Kherson, which damaged the city’s power infrastructure. Yesterday, one of Russia’s attacks on Kharkiv damaged the city’s heating supply infrastructure.

All of this shows that Russia will continue to sabotage diplomacy, and that Moscow’s only tactic remains dragging out the war. Putin may say things that sound like he agrees with the American side, but in reality, the Russian army keeps pushing forward with all available military means. Therefore, pressure on Russia is needed for diplomacy to work.

Russian President Vladimir Putin is reintensifying efforts to portray the current Ukrainian government as illegitimate and unable to engage in negotiations to end the war in Ukraine. Putin reiterated longstanding boilerplate rhetoric during a visit to a Russian submarine command post in Murmansk Oblast on March 27, claiming that "Nazis" and people with "neo-Nazi views" have significant influence in the Ukrainian government and that "neo-Nazi groups" have the "actual power in their hands" in Ukraine.[1] Putin reiterated claims that Ukrainian President Volodymyr Zelensky is illegitimate because Ukraine did not hold presidential elections in 2024 and additionally alleged that all Ukrainian civil authorities are therefore illegitimate since the president appoints regional officials. The Ukrainian Constitution explicitly prohibits elections during periods of martial law and invasion by a hostile country, however.[2] Putin claimed that "neo-Nazi formations" are ruling Ukraine in the absence of a legitimate Ukrainian government and questioned how Russia can negotiate with these groups. Putin has previously characterized the Ukrainian government as illegitimate in an effort to justify Russia's unwillingness to engage in good faith negotiations to end the war and has consistently identified "denazification" – a phrase the Kremlin uses to make its demand for the removal of the Ukrainian government and the installation of a pro-Russian puppet regime – as a goal of his full-scale invasion since February 2022.[3]

Putin is attempting to inject a new demand aligned with the Kremlin's long-standing efforts to undermine the Ukrainian government's legitimacy into discussions about the resolution of the war. Putin proposed that the United Nations (UN), United States, and European countries install a temporary administration in Ukraine that would hold democratic elections to bring to power "a viable government that enjoys the people's trust."[9] Putin claimed that a temporary Ukrainian government would allow Russia to "begin negotiations [with the new Ukrainian administration] on a peace treaty" and "sign legitimate documents that will be recognized throughout the world." White House National Security Council Spokesperson James Hewitt rightly dismissed Putin's proposal to impose a temporary administration over Ukraine, stating that the Ukrainian Constitution and the Ukrainian people determine Ukraine's governance.[10] UN Secretary General Antonio Guterres also rejected Putin's proposal and stated that Ukraine has a legitimate government that must be respected.[11]

As JD Vance touched down in Greenland, the Trump administration received an unlikely endorsement for the US’s first potential territorial expansion since 1947: Vladimir Putin.

Speaking at an Arctic policy forum in the northern Russian city of Murmansk on Thursday, Putin presented a more comprehensive case than any US official yet for Donald Trump’s plan to annex Greenland, crafting a historical argument that sounded suspiciously convenient in terms of Russia’s own territorial designs on Ukraine.

The US’s plans to take control of Greenland “may surprise someone only at first glance, and it is a deep mistake to believe that this is some kind of extravagant talk by the new American administration,” Putin began. “Nothing of the sort.”

In short, Putin concluded, get over it. Big countries have territorial ambitions. Deals for land and annexations are not just historical relics – they are a modern reality. And, rejecting generations of international norms not to take territory by force or through extortion, it is none of our business what they do over there.

“As for Greenland, this is an issue that concerns two specific states and has nothing to do with us,” Putin said, while adding that Russia would continue to defend its interests in the Arctic from “dangerous” powers such as Finland and Sweden.

It does not take a Kremlinologist to understand why Putin has come out in support of Trump’s annexation plan. As US power recedes in Europe, the Kremlin is seizing its chance to establish its long-awaited “multipolar world” in which it holds dominion over a sphere of influence, particularly in Ukraine and Belarus. Putin has railed against US hegemony since his Munich speech of 2007, and he finally has a US president who is just as derisive of the postwar order as he is.

Putin’s mantra that countries should mind their own business dovetails closely with Trump’s transactional view of the world, as well as his deep suspicion of transnational organisations and alliances set up after the second world war.
