''KYIV — Russia unleashed a major missile attack on Ukraine on Saturday, smashing a nine-story apartment block in the city of Dnipro, killing at least five people and striking vital energy facilities, officials said.''

''Ukraine’s energy minister said the coming days would be “difficult” as months of Russian bombardment of the power grid threaten the supply of electricity, running water and central heating at the height of winter.''

“Tragedy. I’ve gone to the site…. We will be going through the rubble all night,” said Borys Filatov, mayor of the rocket-making city on the Dnipro River.

Five people were killed and at least 60 people, including 12 children, were also wounded in the attack, with more people still trapped under the rubble, the regional governor said.''

Deaths from strike on Ukraine apartment building rise to 25

''DNIPRO, Ukraine (AP) — The death toll from a Russian missile strike on an apartment building in the southeastern Ukrainian city of Dnipro rose to 25 Sunday, President Volodymyr Zelenskyy reported as rescue workers scrambled to pull survivors from the rubble.

[...]

... The missile that hit the apartment building was a Kh-22 launched from Russia’s Kursk region, according to the military’s air force command, adding that Ukraine does not have a system capable of intercepting that type of weapon.

[...]

“There are no military facilities here. There is nothing here,” he said. “There is no air defense, there are no military bases here. It just hit civilians, innocent people.”

[...]

“This is clearly terrorism and all this is simply not human,” one local, AM, said as he cleared rubble.

Claiming responsibility for the missile strikes across Ukraine, Russia’s Defense Ministry said Sunday that it achieved its goal.

“All designated targets have been hit. The goal of the attack has been achieved,” a ministry statement posted on Telegram said. It said missiles were fired “on the military command and control system of Ukraine and related energy facilities,” and did not mention the attack on the Dnipro residential building.

Germany’s government has given Ukraine substantial military aid since Russia invaded, but has also faced criticism, including from inside Germany’s governing coalition, that it could be doing far more.

Morawiecki said that he believed that the German government would respond to growing international pressure to provide battle tanks to Ukraine as Russia carries out relentless attacks on civilians, apartment buildings and power infrastructure.

“I can’t imagine that Germany would make us wait long for such an agreement,” Morawiecki said as he was departing for Germany.

He noted that Germany promised a Patriot air defense system after pressure, including from Warsaw.

Poland’s president said recently that his country wants to send a company of German-made Leopard 2 tanks, meaning 14 tanks, to Ukraine, but wanted that transfer to be part of a coordinated effort by NATO allies. That public statement by President Andrzej Duda in Lviv, Ukraine, was seen as part of the growing international pressure on Germany to better arm Ukraine.

Russia will achieve its objectives in Ukraine despite a “hybrid war” waged by the West against Moscow, the top Russian diplomat said Wednesday.

Russian Foreign Minister Sergey Lavrov said the goals of Moscow’s “special military operation” in Ukraine are “determined by Russia’s core legitimate interests” and will be fulfilled.

“There must be no military infrastructure in Ukraine that poses a direct threat to our country,” Lavrov said, adding that Moscow also intends to make sure the rights of ethnic Russians in Ukraine were protected.

Before the Russian missile struck the apartment building next door, Anna Kotova had moved closer to the window to take a congratulatory 19th birthday call from her sister.

Kotova’s boyfriend staggered into the kitchen after the explosion and found her covered in blood. The blast at the neighboring building blew out windows and doors in her apartment, and a shard of glass had pierced one of the young woman’s eyes. Another just barely missed a major artery on her neck.

“Thankfully, she was alive,” Denys Kryvulia, 24, said, recalling the first moments after the deadliest single attack on Ukrainian civilians since the spring.

As Russia’s war on Ukraine nears the one-year mark, NATO chiefs are expected to discuss how allies can expand the delivery of weapons, training and support to Ukraine in the coming months, and how they can further shore up their own defenses.

“We have no indication that (Russian President Vladimir) Putin’s goals have changed,” said Geoana, noting that Russia has mobilized more than 200,000 additional troops. “So we must be prepared for the long haul. 2023 will be a difficult year and we need to support Ukraine for as long as it takes.”

Separately on Wednesday, NATO Secretary-General Jens Stoltenberg said Ukraine’s Western backers will gather this week to discuss ways to supply heavier and more advanced weapons to help the war-ravaged country in its fight against Russia.

A helicopter carrying Ukraine’s interior minister crashed into a kindergarten in a foggy residential suburb of Kyiv on Wednesday, killing him and about a dozen other people, including a child on the ground, authorities said.

Interior Minister Denys Monastyrskyi, who oversaw the country’s police and emergency services, is the most senior official killed since Russia invaded nearly 11 months ago. His death, along with the rest of his ministry’s leadership and the entire helicopter crew, was the second major calamity in four days to befall Ukraine, after a Russian missile struck an apartment building in the southeastern city of Dnipro, killing dozens of civilians.

There was no immediate word on whether the helicopter crash, which occurred on a foggy morning in the capital’s eastern suburb of Brovary, was an accident or related to the war. Ukrainian authorities immediately opened an investigation. No fighting has been reported recently in the capital region.
