In an interview on state television on Tuesday, Lukashenko brashly warned that he wouldn’t hesitate to order their use if Belarus faced an act of aggression. Russian President Vladimir Putin has said the weapons will be deployed to Belarus next month and will remain under Moscow’s exclusive control.

“We are, of course, closely monitoring what Russia is doing. So far, we haven’t seen any changes in the nuclear posture that requires any changes in our posture,” Stoltenberg told reporters before chairing a meeting of NATO defense ministers at the alliance’s headquarters in Brussels.

Rafael Mariano Grossi, the International Atomic Energy Agency chief, met Tuesday in Kyiv with Ukraine President Volodymyr Zelenskyy to discuss concerns about the Russia-occupied Zaporizhzhia Nuclear Power Plant.

The IAEA has repeatedly expressed alarm about the facility, which is one of the 10 biggest in the world, amid fears of a potential nuclear catastrophe. The agency has officials stationed at the plant, which is still run by its Ukrainian staff.

The plant has repeatedly been caught in the crossfire since Russia launched its war on Ukraine in February 2022 and seized the facility shortly after.

Vinkovskyi is blind, and can’t see the scale of damage caused by debris from one of many Russian-fired drones on the Ukrainian capital last month. But he knows that 80 people, including 54 with a disability who used to work there manufacturing circuit breakers, sockets and hangers, are now out of work.

Most of the windows have been shattered, the doors broken, equipment ruined, and a gaping hole marks the wall on the third floor. Vinkovskyi has halted the operation for now, deeming it too dangerous for his employees.

“A visually impaired person goes to work not only to earn money, but also to communicate, interact, and be part of society in some way,” said Vinkovskyi. “And I don’t know how to estimate this loss.”

Ukrainian President Volodymyr Zelenskyy appealed to a group of African leaders to ask his Russian counterpart, Vladimir Putin, to free political prisoners from Crimea and beyond — saying it could be an important part of their trip to Russia on Saturday.

Seven African leaders — presidents of Comoros, Senegal, South Africa and Zambia, as well as Egypt’s prime minister and top envoys from the Republic of Congo and Uganda — visited Ukraine on Friday as part of a self-styled “peace mission” to both Ukraine and Russia to try to help end their nearly 16-month-old war.

The African leaders were traveling to meet with Putin on Saturday in the Russian city of St. Petersburg.

The mission to Ukraine, the first of its kind by African leaders, comes in the wake of other peace initiatives such as one by China, and it carried extra importance for the African countries: They rely on food and fertilizer deliveries from Russia and Ukraine, whose war has impeded exports from one of the world’s most important breadbaskets.
