As dawn breaks in Kyiv and multiples towns and cities across Ukraine wake to find scenes of destruction, here is where the situation currently stands:
  • Western allies have agreed to block Russia’s access to the Swift international banking payment system. The US, Canada and key European countries, including Germany, have agreed to remove “selected Russian banks” from the Swift payment system, the countries announced on Saturday.
  • There are reports that a gas pipeline is on fire in Kharkiv after a Russian attack, while an oil terminal in Vasylkiv, south-west of the capital, Kyiv, has also been targeted. The government has warned that smoke from the explosion in Kharkiv could cause an “environmental catastrophe” and advised people to cover their windows.
  • The 13 Ukrainian soldiers who were reportedly killed while defending an island in the Black Sea from an air and sea bombardment – reportedly telling a Russian navy warship to “go **** yourself” when asked to surrender – may still be alive, according to Ukrainian officials.
  • Britain is preparing a “hit list” of Russian oligarchs to be targeted by sanctions in the coming months, the foreign secretary, Liz Truss, has said.
  • Truss said there would be “nowhere left to hide” for the super-rich allies of Vladimir Putin’s Kremlin. She told the Sunday Times that new names would be added to the list every few weeks as ministers seek to ratchet up the pressure on Putin.
  • Liquor stores and bars in the US and Canada are targeting Russia’s national drink in a show of unity with the people of Ukraine. Shelves in both countries are being stripped of Russian vodka, with the Republican governor of New Hampshire, Chris Sununu, announcing on Saturday the removal of “Russian-made and Russian-branded spirits from our liquor and wine outlets until further notice”.
  • Japanese billionaire Hiroshi ‘Mickey’ Mikitani has said he will donate $8.7m to the government of Ukraine, calling Russia’s invasion “a challenge to democracy”. The founder of e-commerce giant Rakuten said in a letter addressed to Volodymyr Zelenskiy that the donation of 1bn yen ($8.7m) will go toward “humanitarian activities to help people in Ukraine who are victims of the violence”, Agence France-Presse reported.
  • A Ukrainian company in charge of building and maintaining roads said it was removing all road signs that could be used by invading Russian forces to find their way around the country. The company, Ukravtodor, said in a Facebook post: “The enemy has poor communications, they cannot navigate the terrain. Let us help them get straight to hell.”

Google has said it is pausing monetisation of Russian state-funded media and barring the outlets from running ads across its services, according to a statement seen by Reuters.

Russia’s state-owned media outlet RT and other channels will be barred from receiving money for ads on their websites, apps and YouTube videos, similar to a move by Facebook after the invasion of Ukraine.

Citing “extraordinary circumstances,” Google’s YouTube unit said it was “pausing a number of channels’ ability to monetise on YouTube.”

On Wednesday, the European Union unveiled sanctions on individuals such as Margarita Simonyan, whom it called RT’s editor-in-chief and “a central figure” of Russian propaganda.

... RT and several other channels would no longer be accessible in Ukraine after a Ukrainian government request.

In a lengthy video message on the embassy's official WeChat account, Chinese ambassador Fan Xianrong sought to dispel rumours he had left Kyiv and reassure Chinese nationals left stranded in the war-torn country.

Dmitry Medvedev, the deputy head of Russia’s Security Council, warned that Moscow could react to the sanctions by opting out of the last remaining nuclear arms pact, freezing Western assets and cutting diplomatic ties with nations in the West.

“There is no particular need in maintaining diplomatic relations,” Medvedev said. “We may look at each other in binoculars and gunsights.”

The head of the Kharkiv regional administration, Oleg Sinegubov, said that light military vehicles had "broken into the city” on the fourth day of the Russian invasion of Ukraine.

The report was also confirmed by Anton Herashchenko, an adviser to Ukraine's interior minister, who posted a video on Telegram that showed several light military vehicles moving along a street and, separately, a burning tank.

Sinegubov urged residents to stay inside, saying Russian troops appeared to be in the city center.

"Do not leave shelters! The Armed Forces of Ukraine are eliminating the enemy. Civilians are asked not to take to the streets,” he said in a Facebook post.

Speaking in a video message on February 27, Zelenskiy said his country is ready for peace talks with Russia but not in Belarus. He named Warsaw, Bratislava, Istanbul, Budapest, or Baku as alternative venues.

He said other locations are also possible but made clear that Ukraine doesn’t accept Russia’s selection of Belarus.

Earlier on February 27, the Kremlin said that a Russian delegation had arrived in the Belarusian city of Homel for talks with Ukrainian officials.

Ukrainian Deputy Prime Minister Mykhailo Fedorov announced on Twitter on Saturday the creation of a so-called IT army. That army must coordinate DDO attacks on important Russian websites via a special Telegram channel. More than 100,000 people have already registered on the channel.

"We need digital talents. All operational tasks will be distributed here: @itarmyofurraine. There will be something for everyone to do. We continue the fight on the cyber front. The first assignment on the channel is for the cyber specialists," Fedorov 's tweet said.

The Telegram channel includes the names of Russian companies that are largely state-owned, such as Gazprom and Lukoil. Several banks and government websites have also been identified as targets.

It also called on the IT military to file complaints about Russian media YouTube channels that "openly lie about the war in Ukraine".

The Kremlin's website was shut down by hackers on Saturday. Presumably that was the work of the Anonymous group, which had already said it was preparing computer attacks on the Russian government.

Greece announced on Saturday that 10 members of the Greek community near Mariupol Ukraine have been killed by Russian fire in three separate incidents on Saturday.

Six expatriates were killed in the village of Sartana on the outskirts of Mariupol in two separate attacks. The village of Sartana is located on the banks of river Kalmius in Donetsk oblast, Ukraine. It’s administratively a part of the Kalmiuskyi Raion of the city of Mariupol.

Four more Greeks were killed in the village of Buhas, north of Mariupol.”
