Kyiv accuses Moscow of 'planning genocide' (rte.ie)
Kyiv has filed an application with the International Court of Justice, accusing Russia of "planning acts of genocide in Ukraine", the Hague-based court has said.

In the application filed yesterday, Kyiv also accused Russia of "intentionally killing and inflicting serious injury on members of the Ukrainian nationality", the ICJ said in a statement.

There has been no independent corroboration of the claims.

The court procedure comes after Russian President Vladimir Putin justified the invasion by saying Ukraine was committing genocide against the country's Russian-speaking population.

He used this unfounded claim as a pretext to recognise the independence of the breakaway eastern republics of Donetsk and Lugansk and launch a full-scale invasion of his neighbour on Thursday.

Russia must cease its military operations immediately, and to unconditionally withdraw from the entire territory of Ukraine. The same goes for Belarus, which has to immediately stop its involvement in this aggression and respect its international obligations. The European Union is united in offering its strong support to Ukraine and its people. This is a matter of life and death. I am preparing an emergency package to support the Ukrainian armed forces in their fight.

The international community will now in response opt for a full-scale isolation of Russia, to hold Putin accountable for this aggression. We are sanctioning those who finance the war, crippling the Russian banking system and its access to international reserves.

Spain sends tons of aid supplies to Ukraine

Spain on Sunday sent two military cargo planes loaded with tons of supplies to Ukraine as Russian forces continued their advance on the fourth day of the military intervention.

In a statement, the government said two A400M military cargo planes left the Torrejon Air Base for Poland with 20,000 kilograms of personal protection equipment and medical supplies.

EU Member Countries in Talks to Supply Ukraine With Jet Fighters

A person familiar with the talks later said that discussions are still ongoing. The person said any planes would be supplied directly by EU member states and not funded through an arrangement announced earlier for the EU to finance weapons deliveries to Ukraine.

Mr. Borrell said that Mr. Kuleba had requested planes that Ukrainian Air Force pilots can fly. Ukraine's jet fighters are Soviet-built MiG and Sukhoi models.

Some current EU members that were once part of the USSR-led Warsaw Pact still fly such planes or have old ones parked.

Valery Gerisimov, Russia’s top military officer who was appointed to his post in 2012. Yet no Ukrainian cities have been taken by the Russian military. Some of the Ukrainian Air Force and air defenses are still intact.

Another person said her family is in hiding and have told her that buildings nearby are shaking from all of the explosions.

“It’s impossible to move anywhere now,” she said. “They’re blocked and a lot of people trying to go to Poland to escape the war, they spend two days on the border and they can’t even cross and they go back.”

Ukraine: Cluster munitions kill child and two other civilians taking shelter at a preschool - Amnesty International
A preschool in north-eastern Ukraine was hit on the morning of 25 February with widely-banned cluster munitions while civilians took shelter inside, killing three of them, including a child, and wounding another child, Amnesty International said today. The attack appears to have been carried out by Russian forces, which were operating nearby, and which have a shameful record of using cluster munitions in populated areas.

Amnesty International has confirmed that a 220mm Uragan rocket dropped cluster munitions on the Sonechko nursery and kindergarten in the town of Okhtyrka in Sumy Oblast, where local people were seeking safety from the fighting. The strike may constitute a war crime.

“There is no possible justification for dropping cluster munitions in populated areas, let alone near a school,” said Agnès Callamard, Secretary-General of Amnesty International. “This attack bears all the hallmarks of Russia’s use of this inherently indiscriminate and internationally-banned weapon, and shows flagrant disregard for civilian life.”

The strike violates the prohibition on indiscriminate attacks and damaged a school, a structure legally entitled to special protection. Under the 2008 Convention on Cluster Munitions — a treaty backed by more than 100 states, but which Ukraine and Russia have not joined — the use, development, production, acquisition, stockpiling and transfer of cluster munitions is prohibited under all circumstances. Customary international humanitarian law prohibits the use of inherently indiscriminate weapons such as cluster munitions. Launching indiscriminate attacks that kill or injure civilians constitutes a war crime.

Drone video footage taken from the scene shows that cluster munitions struck at least seven locations on or near the building, four on the roof and three on the pavement immediately outside the school. Two injured or dead civilians are also visible in the footage, as are pools of blood. An additional 65 photos and videos that Amnesty International acquired from a local source shows more details of the scene, the victims and their family members, and the damage to the school.

Ukrainians return from abroad to fight Russian invasion | AP News
Poland’s Border Guard said Sunday that some 22,000 people have crossed into Ukraine since Thursday, when Russia invaded the country.

At the checkpoint in Medyka, in southeastern Poland, many stood in a line early Sunday to cross into Ukraine.

“We have to defend our homeland. Who else if not us?” said a moustachioed man in front of a group of some 20 Ukrainian truck drivers walking to the checkpoint to enter Ukraine. They came from across Europe to return to Ukraine.

NATO Secretary-General Jens Stoltenberg told CNN that Putin’s invocation of Russia’s nuclear arsenal was “dangerous rhetoric.”

The practical meaning of Putin’s order was not immediately clear. Russia and the United States typically have land- and submarine-based nuclear forces on alert and prepared for combat at all times, but nuclear-capable bombers and other aircraft are not.

Nederland stuurt acht gevechtsvliegtuigen naar Oost-Europa

‘Eight Dutch fighter planes are being deployed to monitor NATO airspace over Eastern Europe. Two Dutch F-35s were the first to take to the air for this on Thursday. Later in the day, they were replaced by two F-16s, the Defense Ministry said.’

This deployment is separate from the two F-35s that will monitor the airspace in southeastern Europe in April and May. Both these aircraft are then stationed in Bulgaria with about ninety support personnel.

Mykolaiv, Mykolaiv Oblast: Ukraine’s National Guard stopped food trucks with ATB signs on them. ATB is Ukraine’s widespread supermarket chain. Inside the trucks there were Russian military personnel. As a result of the battle, all of them were neutralized.

Sumy, Sumy Oblast: Russians opened fire on a civilian car. There were two adults and three children in the car, including an infant. One woman was hit in the head by a bullet. The woman died.

Konotop, Sumy Oblast: Russian saboteurs entered a local meat processing plant, breaking the locks. They change into civilian clothes and go back to the city, Suspilne Sumy reports.

Pryluky, Chernihiv Oblast: Ukrainian army destroyed a tank company, both the vehicles and the soldiers, of the Russian army not far from Pryluky in Chernihiv Oblast.

Vinnytsya, Vinnytsya Oblast: Ukraine’s Police arrested a saboteur. The man was placing special marks, allegedly used to help the enemy maneuver around the country. He had an automatic gun with an optical sight, additional ammunition and other relevant equipment.

Kyiv, Kyiv Oblast: Russian saboteur has been spotted trying to plant explosives in one of Kyiv’s residential complexes. A local resident has noticed a bearded man leaving a backpack in the hallway of the building and leaving shortly. A man called the police. Policeman found explosives in the backpack and later caught an enemy himself. They are now looking for two more members of his sabotage reconnaissance group.

Chernihiv, Chernihiv Oblast: Russians shelled the downtown of Chernihiv, a city in the north of Ukraine. Apparently the enemy targeted the local city council, but the missile hit the yard between the dental clinic and a residential building, Suspilne Chernihiv reports.

Black Sea: Russian warships took control of two more Ukrainian civilian ships. Ukrainian tanker “Afina” and a dry cargo ship “Princess Nicole” were given a command by a Russian warship to approach for a check-up. As soon as they approached the communication with them was cut off, the next time both of them were spotted on the radar were some 18 miles from the shore of the occupied Crimea. Both ships were heading to Zmiinyi (Snake) Island.

Irpin, Kyiv Oblast: Three private residential buildings are on fire in Irpin, a small town not far from the capital, Suspilne reports. The houses caught fire after a recent shelling. There is a risk that there can be people taking shelter in the basements of the buildings.

Kahovka, Kherson Oblast: Police warn city residents to not leave town. The Russian forces open fire at all the civilian cars.

Kharkiv, Kharkiv Oblast: Street fights have been ongoing in the city for the last 4 hours. Locals report enemy vehicles in many parts of the city, including the downtown. Ukrainian army forces fight back – many Russian soldiers and saboutures are taken captive, cars and armed vehicles destroyed.

Trostyanets, Sumy Oblast: Russian soldiers steal food supplies from a local store, reports State’s Special Communication services sharing a video from, what looks like, a store’s surveillance camera.

Dmytrivka, Kyiv Oblast: Russian armed vehicle column marked with letter V is spotted near Dmytrivka village in Kyiv Oblast,not far from Bucha, Kyiv’s satellite town heavily shelled during the last two days. The column is reportedly heading towards Zabuchya, another small village in the area north of Kyiv. Early Ukraine’s Army Commanders asked Ukrainians to watch out for this particular column. According to the army message distributed online, the column has some “special tasks”.

Koryukivka, Chernihiv Oblast: A crowd of unarmed people in the city of Koryukivka stepped out in front of Russian tanks, halting their forward movement, Novoye Vremya reported. The news site posted a mobile phone video of stationary tanks in front of a big group of civilians. A second video showed the crowd slowly walking towards the tanks that were backing up.

Okhtyrka, Sumy Oblast: Ukrainian Public Broadcaster Suspilne reported that Russian forces have shot up a bus full of civilians around Okhtyrka and are not allowing ambulances to reach the site. According to Suspilne, the area has been mined but family doctors are making their way to the spot on foot.

Chornobayivka. Kherson Oblast: The General Staff of the Armed Forces of Ukraine posted a video of what appears to be a convoy of trucks getting hit from the air — Ukraine’s top commander Valerii Zaluzhnyi said this was a strike against Russian vehicles by a Ukrainian, Turkish-made Bayraktar drone.

Bucha, Kyiv Oblast: The Ukrainian military blew up the bridge between the towns of Bucha and Irpin to slow down Russian troops, Novoye Vremya reported, posting a picture of a large plume of smoke in the area. Russian troops have been blocked off in Bucha, according to Novoye Vremya.

Kyiv, Kyiv Oblast: The air force has shot down a cruise missile fired at Kyiv from Belarus, Ukraine’s top military commander Valerii Zaluzhnyi reported on Facebook. He called it “yet another war crime” by Belarus and Russia.

A 16-story building in Kyiv’s outer Troeshchina district has been blasted by an explosion, igniting seven nearby parked cars, according to the Kyiv City State Administration.

Okhtyrka, Sumy Oblast: Two Danish journalists were shot in the town of Okhtyrka but have been taken to the hospital and are “out of danger,” according to the Daily Beast. Okhtyrka has seen some fierce fighting since the invasion began.

Kharkiv, Kharkiv Oblast: Russian troops have broken through into the center of Kharkiv, Oleh Sinehubov, the head of the regional government, posted on Facebook at 7:35 a.m. The Ukrainians are waging street battles with the Russians, civilians have been advised not to leave their homes or shelters.

Bucha, Kyiv Oblast: Several Ukrainian news outlets and Telegram channels posted photos of a burning nine-story residential building in Bucha, Kyiv Oblast. Ukrainska Pravda cited sources in the President’s Office and among other authorities that the fire was caused by shelling.

⚡️Putin's friend Viktor Medvedchuk flees house arrest in Kyiv.

Medvedchuk is a Ukrainian MP and long-time unofficial representative of Russia's Vladimir Putin in Ukraine. He is charged with treason and financing terrorism.

His lawyer said he was "in a safe place in Kyiv."

⚡️Belarus will renounce its non-nuclear and neutral status, allowing Russia to place nuclear weapons on its territory, as a result of the referendum held today.

65.16% of citizens allegedly supported these constitutional amendments.
