Yes, but wouldn't the complex also be part of the problem since it appeared bars were missing where a child (and even an adult) could slip through? A parent can't have their eyes on their children 24/7. Most kids playing don't have eyes on them every second. Sure, that's not what happened here (Aunt was napping). Just saying that it just seems like both could be held responsible.they're responsible for keeping their child inside and safe
