Tire slashing incident was a while ago. I very much doubt he could think that much in advance. I am also not sure why he'd need to slash tires to get access to the child. From what neighbor's say she was frequently walking in the neighborhood looking for someone to play with.

It doesn't seem that the slashing of the tires has anything to do with gaining
access to the child.
(If you wanted to elaborate further on that I would be grateful).
Vandalism like that is usually anger driven.
(Don't ask for a link this information comes from my real life).
Often times it's just teenagers fueled by hormones, drugs and alcohol with too much time on their hands and they creep around some neighborhood and slash tires.
But regardless of the age, slashing tires is a high percentage of just anger. (It's also a sign of someone who has a yellow stripe down their back. A COWARD attacks behind your back instead of confronting you).
When I watched the video about the tires I had to sit back and ask myself, so exactly what was it that TH was so dang angry at? Well, we don't know. Only TH knows.
The ACTION is what tells us the emotion but it does not tell us the intent.
Only the perpetrator can tell us the intent and we may never really know because they most likely will lie about it.
We could sit here all day and into tomorrow and guess at what made TH so angry. It would still all be just guessing.
I'll spare you the lengthy, emotional story but here's what I know about bullies:
Bullies have an excellent sense of pecking order and body language despite often not being that outwardly intelligent. Perhaps BECAUSE they often aren't intelligent they have developed and honed this other sense.
Because of the bully's sensitivity to pecking order, he/she can EASILY pick out nearly instantly who is a target.
Here's an example:
TH came to the Gallagher's door, (who are kind and introverted people) and told them they had a flat or low tire. (It's obvious by this action that TH already had interacted with at least one of them so he felt he had the upper hand here in terrorizing them). He did NOT fear repercussions.
The Gallagher fellow then was quite passive about the whole event and even after TH hung around and stared at him, Gallagher just called the cops back and had Tyler speak with them on the phone during which time it came out that TH did actually slash the tires.
THIS WHOLE EVENT just reinforces with the bully that he can get away with this.
Here's an alternative example:
I have very close relatives that shall remain nameless and I can tell you without even blinking my eyes that if this fat punk @$$ SOB came over into our yard like that he'd have a nice flight home.
Bullies ONLY understand a greater power/threat than they present.
