Again, replace the term 'police' with something else, like black people, and say the same thing. Is it biased or bigoted? Can I say ' I am afraid, and unless I know one personally I don't know if they are rogue?'
When you're talking about a protected minority class, yes, that would be bigoted (and racist). When you're talking about people in a chosen profession, I'm just not sure one could make a plausible case for bigotry. The Merriam Webster definition of bigot: "a person who strongly and unfairly dislikes other people, ideas, etc. : a bigoted person; especially : a person who hates or refuses to accept the members of a particular group (such as a racial or religious group)" (bbm)
fwiw, I do agree that painting all LEOs with such a broad brush is unfair. But I'm not sure how I'd expect the public to act when repeatedly confronted with LEOs getting away with bad behavior time and again while hiding behind the "skirts" of good LEOs. Maybe it's time for good LEOs to step forward and renounce bad behavior and reject those LEOs who continually engage in it.
