Does it all mean that mother was staying with family the whole time?
That she was not missing but working as a caretaker in Norwich?

Nobody ever said the mother was missing. I think it was only a neighbour who said they'd not seen her for a while?

Also notice how part of the article says she's heartbroken to lose her kids and sister. No mention of the husband.

So the mum was at work? The poor woman. What a complete horror.
The news said Kanchita was staying with her sisters husbands and the kids. The neighbors said they hadn’t seen the mum in months. The mum said she was sad to lose her kids and sister.

Was she separated, maybe leaving elsewhere?

I suspect the neighbours heard or saw something really alarming. Something that couldn't be mistaken for something innocuous. They would have known there were children in the home; that probably made the callout qualify for extra urgency. Too late, alas.

Have they released any transcripts from the 6am call? Maybe the reason they responded so quickly to the 7am call is maybe they reviewed the 6am call at 7am and realized they had an emergency on their hands.

Not that I know of. Do they even do that in the UK?

They won't release any details whilst it's under investigation. It's likely we won't find out the nature of the calls until the IOPC have concluded their investigation.
 
I’m in the US and my husband is from the UK (not that it matters) but his take on it is that it might be a hate crime against his (maybe estranged) wife. What are your thoughts?

He could have just killed himself, but instead, he took with him the people most precious to his wife. Even she said how upsetting it is to lose her kids and her sister (and made no mention of him),

If she was at work by 6am (would have to be earlier than that when events started to unfold), and if she is a caretaker, and if her sister was staying with “the husbands family” (not her sisters & brother in law), and, the neighbors haven’t seen the mom recently, I wonder if she had a job somewhere as a live-in caretaker/carer? And, maybe she worked such a job on purpose if she needed time & space away from her husband.
 
So if the wife's sister was staying to help with the father and the children, and the wife wasn't living in the house, where was the wife living?
She is a caretaker, she was at work before 6am when events probably started to unfold. I’m wondering if she had a live-in position somewhere?

Given her husband was apparently not able to work recently, more likely, if she had to take a live-in role, it was because it was the only way to make enough money to keep the lights on and feed her children with her husband unemployed. Losing an engineer's income would strain most households.
