I mean, under the circumstances and the weather, I'd agree he is most likely gone. I can't imagine IF he had a place to shelter or a friend to assist him what kind of end game he could come up with.

With where he lives he may be a bushcraft hobbyist or some such but I agree on the weather as camping in this would take some serious prep.
