According to the article, it seems we have only been spinning wheels since Monday, June 25th seems to be the day he was identified....

MINNEAPOLIS (Press Release) Following the overwhelming media and public response to a public-outreach campaign, special agents from U.S. Immigration and Customs Enforcement's (ICE) Homeland Security Investigations (HSI) Monday positively identified and located the individual pictured in last week's ICE news release. Information leading to identifying the individual was provided by a private citizen to the HSI tip line.
The June 25 operation to identify and locate the individual was accomplished by HSI special agents in St. Paul, Minn., Milwaukee, Wis., and Washington D.C. in cooperation with investigators from the Wisconsin Division of Criminal Investigation (DCI).

Reading between the lines, I'm trying to figure out if they consider the boy (who is clearly under 18, given what the fact that they won't name him) to be a victim as well. They kept referring to him as "the individual" as opposed to "the boy" or "the victim." Additionally, this quote speaks volumes to me about how they are viewing his status:
Not that they identified and rescued two child victims. I find this odd, given what I know about how children can be groomed to become unwitting abusers. I was really under the impression that the boy was also a victim but the wording of the article is making me think they are categorizing him as a minor offender. Just teasing out thoughts. Regardless, I am extraordinarily grateful that the girl has been rescued!!!!
I agree. It doesn't appear they are referring to him as a victim and I agree he must be a minor.
