I don’t really have any specific examples, but being from the county and the nosy person I am, I’ve seen various hearings delayed “by agreement of parties” a lot and am inclined to believe it means very little.
I agree that doesn’t seem right, but I would guess it probably had more with being different locations. Carroll county, population 20k probably has a lot less manpower and resources then Tippecanoe county, population 195k.
