    Not every pedophile abuses children, some of them keep their urges under control. I wish you would change that to "every child abuser needs to be locked up forever" so that non-offending pedophiles are not scared off from admitting their issue and seeking help.

    Because they charge as soon as they have a minimum of evidence, but they like to go on gathering more evidence and more witnesses right up to the time of the actual trial as then the jury (if they use one) or the judge panel are more likely to be convinced.     Not sure I like all this bargaining.... plea bargaining, immunity negotiating. Surely sometimes people with guilt go free just so as long as *one* of the participants is convicted, and closes the case. I don't know if this is normal globally?
