Doesn't it seem that they already were giving him a chance at rehabilitation from his crimes in the 90s through early release, and psychiatric counseling after? Despite that, his crimes only progressed. Maybe some people aren't successful candidates for rehabilitation? I'm wondering if the judge asked the jury for their recommendation about sentencing in order to support his thoughts that the sentences should be concurrent. That way on appeal, there's also the majority decision of the jury stating that this was a recommended approach, rather than a judge's decision only. Just thinking out loud. MOO.
