My dear sweet Amber you have not been forgotten and imo the cell phone recording that you made carries all the worth of heroism with it. You will be justified and it is my belief that the savage beasts that inflicted you with their treachery and deceit will be dealt with. With a step forward and a turning of the tide you may even put a noose around their necks and wouldn't that be putting the shoe on the other foot. Prayers to you sweet girl.
 
The legal team for the family of 20-year-old Alberta murder victim Amber Tuccaro, whose killer(s) remains on the loose nearly nine years after she went missing and nearly seven years after her body was found, said in an email sent to Global News on Monday that the RCMP will issue a public apology on Thursday in connection with how the law enforcement agency handled her case.

The email included a link to 10 pages — with redactions — from a 120-page report from the Civilian Review and Complaints Commission for the RCMP, which concluded “that the investigation into Ms. Tuccaro’s disappearance was deficient in that various members were either not properly trained or did not adhere to their training and that various members did not comply with policies, procedures and guidelines.”

The report from the Civilian Review and Complaints Commission for the RCMP found that a constable who at one point removed Tuccaro’s missing person entry “did not take reasonable steps to be satisfied that Ms. Tuccaro was safe” prior to doing so. It also concluded that it was “unreasonable” for a constable to “delay reinstating Ms. Tuccaro’s status as missing” until Sept. 23, 2010.

The report also found that “the information released to the media to the effect that the RCMP had no reason to believe that Ms. Tuccaro was in any danger and that her general wherabouts were known, was inaccurate and had the effect of minimizing the significance of Ms. Tuccaro’s missing person case at that time.”

The review also agreed with Paul Tuccaro that it was “unreasonable” for RCMP to fail to seize Tuccaro’s suitcase from the motel in a “timely manner” and added that police failed to follow “policy or investigative practices for securing seized property.” It also found that the “mishandling of Ms. Tuccaro’s suitcase and its contents resulted in members of the Leduc detachment accidentally destroying these items.”

While the report offered criticism of the handling of the Tuccaro case, it also said that “it must be noted that much work has been done by the RCMP since Ms. Tuccaro’s disappearance with respect to missing person investigations.” It also found no evidence to suggest police chose to withhold information about a man, whose role in the investigation is unclear in the 10 pages of the report that were made public, from Tuccaro’s family. It also concluded there is nothing to support the allegation of unconscious or conscious “racial bias of any members” during the course of the investigation.

In Monday’s email, the Tuccaro family’s legal team said that on Thursday the family will once again make an appeal to the public for tips to help solve her murder and bring her killer(s) to justice.

"I fully acknowledge that in the early days of our investigation into Amber's disappearance that it required a better sense of urgency and care," Deputy Commissioner Curtis Zablocki told Tuccaro's family Thursday at RCMP headquarters in Edmonton.

"Our Leduc detachment's missing person investigation was not our best work and was not in line with our established practices, procedures and guidelines.

"At the beginning of this investigation the RCMP was not the police service we strive to be.

"On behalf of the RCMP, I am truly sorry."

Amber, a member of Mikisew Cree First Nation from Fort Chipewyan, disappeared from the Edmonton area on Aug. 18, 2010 after travelling from Fort McMurray with her son and an acquaintance for a short vacation".
Last week, the family applied for a permit to exhume the remains in order to get a DNA test".

"Her brother Paul Tuccaro told Star Edmonton the family has had doubts since Day 1 as to whether the remains are actually Amber’s.

He said while he has seen autopsies take days, weeks and even months, his family was told the remains belonged to Amber the same day they were found, which made them suspicious. Furthermore, Tuccaro said they noticed discrepancies between Amber’s dental records and the skull’s dental fillings."

This poor family, police are suppose to help the victims not the suspect.

"Amber Alyssa Tuccaro was born January 3, 1990, in Alberta, Canada. As the only daughter of Vivian “Tootsie” Tuccaro, Amber was the apple of her mother’s eye. Amber was the proud mom of a son, 14-month-old Jacob. She was a responsible mom who didn’t leave her baby with sitters for long periods. Amber was a proud member of the Mikisew Cree First Nation community.

August 18, 2010, Amber, Jacob, and a female companion flew from Ft. McMurray to Edmonton, Alberta, Canada. After arriving at Edmonton International Airport, the party checked in to the Nisku Palace Motel in the nearby town of Nisku. As the next day turned to evening, Amber left the hotel room to find a ride into Edmonton alone. Amber’s friend reported seeing her enter a vehicle, sometime between 7 and 8 PM. Police did not release a description of the car, for whatever reason, and Amber never arrived at Edmonton and was never seen again."

"Amber Tuccaro spent her last moments collecting as much information as she could. At that moment, Amber had the presence of mind to repeat what her abductor said while she was on a recorded line. She knew this would be critical evidence, no matter the outcome for her. She wanted to be heard."

''Investigators are probing a new tip into the disappearance and murder of Amber Tuccaro.

The 20-year-old mother went missing in 2010 from the Leduc area. Her remains were discovered two years later in the same area.

In a media advisory Friday, RCMP Alberta advised that they received a tip on Jan. 20, 2020, from a U.S. man alleging his father may have been involved in Tuccaro's death.

"The RCMP continue to seek information on the Amber Tuccaro case but caution that erroneous information can have negative effects to the investigation and to the well-being of the family,"

Police are reviewing the information, but say the Tuccaro case remains under investigation. ''

In the statement, police said they had investigated the allegations, and determined that many of the cases provided by the man have already been solved.

''The man then posted a lengthy message on social media outlining why he believed his father was involved in not only Tuccaro’s death but other disappearances across the province.

Those posts have since been taken down.

RCMP said in a news release on Friday that the man previously, in December, contacted Banff RCMP with similar accusations that his father was involved in missing persons cases in that area. But RCMP say the names of the missing persons the man mentioned are part of files already solved.

RCMP are still reviewing information provided by the man''.

''The mother of Amber Tuccaro, who was last seen alive a decade ago, says she doesn’t know if her broken heart will ever heal.

“It has been an emotional day,” Tootsie Tuccaro said. “It’s painful. Ten years and still no answers for Amber. It’s hard. It’s really hard because it just never ends.”

“Ten years is a long time,” she said. “I pray all the time that we get answers. We get a lot of tips and stuff but not the right one. But it’ll come. His day is coming. We’re not going anywhere.”
