A disturbing pattern has emerged. Each victim was walking on the streets alone at night, soon after getting off a bus. They were killed a few blocks away from each other, all within a two-week time frame. All were killed by a gunshot.

None were robbed and race does not appear to be a motivating factor, given that the first victim was African American, the second was Caucasian and the third was Hispanic.

Tampa police chief Brian Dugan has admitted investigators have no suspects, no leads and no motive. The FBI has been called in to help crack the case.

The only clue police have revealed to the community is creepy security camera footage of a hooded man walking through Seminole Heights on the night of the first murder.

I've quickly enhanced the video as much as I can in the brief time I spent on it tonight. I've got a busy week ahead but if I get any free time I may try to sharpen it up a bit more; at the moment it's really not great, but more time spent on it would help - I'd really like to see if I can get any more detail from certain bits; certainly whatever is pulled out of the right pocket at 11.500 (my timecode, bottom right of video).

- It looks like it could be a small handgun at 00:11:500, that is then 'twirled' cowboy style? Then looks like perhaps the person is holding whatever it is close to themself. Perhaps to hide it? Whatever it is, I don't think they're looking at it like one would if reading off a mobile phone. They seem to be looking right ahead/to the sides. However all that said, it could easily be a mobile phone. I twirl my phone like that all the time. As if it was a fidget spinner.

- Also looks like the person may be wearing a scarf of some sort over their mouth? 20:700. See attached screenshot.

- From the colour CCTV footage (26:500) it looks like the long garment is a glossy sheen. Like a long waterproof mac? See attached picture. I can't tell, but perhaps it has a label on the left upper bum area, which is the reflective square we see in the final clip (around 38:00 onwards you can see it clearly).
I can't tell what is being held in this clip - if it is a phone giving off it's own light, or if it's the same thing as in the first clip, and it's simply reflecting the light into the camera.

I also think it's a man.

Whoever did this killings, likely lives in the area.

I suspect is possibly an injustice collector. Injustice collectors are not just for rampage killers like Stephen Paddock or Elliot Rodger or terrorists like Osama bin Laden/September 11 Terrorists and Omar Mateen.

TAMPA, Fla. - Public transportation officials in Tampa making changes to a Seminole Heights bus route as investigators continue their search for a killer.
Police are investigating two shooting deaths that took place just days apart along HART's route 9, which runs along North 15th Avenue.
HART is changing route 9 during night time hours between 7 p.m. and 5 a.m. The detour takes the bus away from North 15th and uses route 12 on 22nd street between route 32 on MLK and and route 34 on Hillsborough avenue.

Is that a man's or a woman's jacket? As a man, that jacket looks longer and tighter than what I feel I would wear as a guy. The jacket goes just a few inches above the knee. But maybe it's in style? The pants above his/hers heals seem like what a guy would have, they are hanging out a little which means the pants are not too tight. Just my 0.02

She had been walking through the neighborhood on October 11, 2017 at approximately 8:45 p.m. headed to meet a friend. Hoffa was shot and killed by an unknown suspect.​

Has anyone else confirmed which bus route each victim was supposedly coming from or going to? It appears to me the 9 route, which is the one with a temporary route change due to the shootings, is the only route that is plausible. So IMO the perp could be a regular rider of route 9, a regular rider of a route that was discontinued and now route 9 is their only option, a past or current driver, someone who lives along route 9, or someone otherwise in that area regularly, maybe working or at a friend's place. I was surprised that this morning on GMA they actually mentioned the theory of someone disgruntled with the bus service.

I wanted to look at the discontinued routes but I cant zoom in on the before/after maps, and I can't find a clear list of what was eliminated.

Also I've been working on a map and summary of what has been released to this point. Hopefully I can post it tonight.

Something just popped into my head, and might be just another reason why LE zeroed in on this POI, the perp could be using the local transit service's phone app to see when a certain route's buses are nearby, stopping, etc.

Yes. Definitely seems to be something covering the lower portion of the face, though I suppose it could just be the CCTV quality.

I'm going to assume for now that's a cellphone in his hand but, he sure whips it out like it's a butterfly knife. Everything is exaggerated by him, all the motions and dress. Then another cell ??? that lights up in a back pocket of a thin long raincoat.

A few assumptions for me, it's a guy that has two cellphones.

It also looks like the individual might have a limp, or one leg may be a bit shorter than the other. I was thinking uneven pavement, but the limp-y gait was constant throughout the scene. Dunno. The jacket (or whatever) looks like some type of thin nylon-type rain jacket. And what is that thing in his/her right hand?

I thought the same thing when I watched the video. A very distinct gait. Someone knows this person. From the coat to the body structure/height and the gait, there definitely has to be someone who has an idea who this is!
 
As for what's covering the face, I tried to find a picture of this product online and failed. It's widely available, though, and very cheap. It's a versatile product that would not be noticed as a face covering until you wanted it to be. I have several.

They can be a small infinity scarf worn around the neck, a headband, a complete hair covering that stretches out to scarf length, and of course while wearing it around your neck, it easily stretches up to cover your face. I'm going to post several pictures of the same product seen differently.

I've cropped myself and my surroundings out, so hopefully this is allowed. But I wanted you to see how it is worn (with the exception of as a head wrap or head scarf because I can't do that without showing a picture of it on someone).

I'm not saying this is what it is, but it is so easy to turn it back into an infinity scarf after covering your face with it. I wear these a lot in the winter so I can cover my face in the cold. BUT they are so thin that I wear them in the summer sometimes as well as an infinity scarf or head wrap/covering.

So many good ideas for the walk have already been mentioned. I'm going to name a couple more. My first thought was my own walk, and my second thought was of a young man I went to college with. He had MS but you couldn't tell it yet at the time. He also had a pin in his ankle. Anyway, he walked a bit like this. I also have what my neurologist simply called "an odd gate." I have multiple health issues.

While some of you are seeing a steady, confident walk, I'm actually seeing something a bit different - a flat footed, very deliberate walk of someone who has a health issue, pain, or old injury. What happens over time is that you set each foot down very deliberately and very flat to avoid any further issues. It may look fluid to others, and it becomes so over time like, BUT there's way, a reason, you come to walk like that.

It could be a lot of different things, but my bet is that there is an underlying health issue or injury behind it.

Yeah...I forgot to mention in my post, but about half my right foot is screws and plates from an accident and when I have deliberate walk , as in for exercise, I have a very similar gate.
 
It almost seems like he could be slightly pigeon toed.
