I swear I saw a video with the SC DA and he seems to say that maybe RH's DNA hasn't been entered into state and national databases... because of laws. That it's only usually done if there's a "conviction". WHAT?? Maybe I misunderstood! I'm trying to find another acceptable link to post. Did anyone else hear similar??

Starting at approx 3:08

It varies state to state. Some states collect DNA after any arrest. In other states it's any arrest for a felony. And other states require a conviction of a felony before they collect DNA. So, it's possible that they haven't collected DNA yet. I don't know NY's laws on the matter.

Earlier in the thread there was some discussion about Craigslist and Backpage. In 2018, FOSTA-SESTA effectively killed Backpage in an effort to "curb online sex work" and human trafficking, which anyone interested in can read about more here...

It sounds like RH had a Tinder profile, but it would be interesting to know more about how changes on Craiglist and Backpage might have forced him to change his approach.

Excellent! Thank you so much. A lot of work, for sure. Just what we needed.

It varies state to state. Some states collect DNA after any arrest. In other states it's any arrest for a felony. And other states require a conviction of a felony before they collect DNA. So, it's possible that they haven't collected DNA yet. I don't know NY's laws on the matter.

I brought it up just a bit on the last thread and I "thought" the DNA was added upon his arrest. I've been trying to do my NY law homework ;)

Wow. Bless your heart, sincerely. Thanks. That's a lot of work. I've done a couple of these and its hard work, especially in cases of multiple victims/crime scenes.

I’m sure both prints and dna were submitted to all is “is” systems (AFIS, CODIS). Does anyone know the stats on how many states are now required to report to NCIC?

Thanks so much for this detailed timeline! I appreciate the time you spent on this! I heard on Lost Girls that RH’s known victims were spaced the same distance apart. Im wondering what this tells us about his MO?

If he was a hunter, he may have had a dedicated freezer just for that. And who goes digging through that kind of thing? If it was downstairs, well, we know his wife is disabled, it would be easy enough to be the one to retrieve some duck or venison when needed. Who looks down to the very bottom? I'm presuming that there weren't actual human remains found in the searches this week, but there would be blood traces all over that kind of freezer which would all need to be tested to see if they are human. And depending on the size of it, a small or dismembered human body could fit in a chest freezer easily. You could fit at least two in mine, if it wasn't filled with ice cream and leftovers so iced up they're impossible to identify.

MOO
*I wonder if he ever registered here: I don’t know if this was a federal mandate back in the Gilgo days.

ALL New York waterfowl hunters are required to register annually for the Harvest Information Program (HIP). HIP is a federally mandated program which is used solely to survey migratory game bird hunters. For more information about HIP and how to register, see Harvest Information Program (HIP).

*I think he could have used hunting as his cover, particularly searching for disposal grounds, especially in the winter.

They weren’t the exist same distance. All located within 500 feet of each other though. All intact and laid out neatly I believe.

I’m sure both prints and dna were submitted to all is “is” systems (AFIS, CODIS). Does anyone know the stats on how many states are now required to report to NCIC?
*I’m not sure this is what you’re asking for:

The Interstate Identification Index is a fingerprint-based “index-pointer” system that is administered by the FBI and in which all states and the District of Columbia participate. As an index, III enables the interstate identification and exchange of computerized criminal history record files of the FBI with the centralized state criminal history files maintained by each participating state in a national system. This system serves as the vehicle for data sharing and integration across the country. It includes arrest and disposition information for individuals charged with felonies and reportable misdemeanors under state or federal law.

Through an electronic inquiry of the Index, criminal justice agencies can determine if criminal history records pertaining to a subject are available in other jurisdictions, and they can identify in which jurisdictions the records can be found. If a “hit” is made against the Index, detailed record requests are made using the subject’s State Identification Number (SID) or Universal Control Number (UCN); data are automatically retrieved from III and each state criminal history repository holding matching records on the individual; these data are then forwarded to the requesting agency. Users can search on a variety of identifiers such as name, date of birth, race, sex, UCNs, and SIDs.

IMO, this guy is toast. Glad to hear that.

- 17 May 2010: RH acquires a hunting license in Alaska (Newsweek)
Can locals help me out here: how do you interpret that?
Does it mean, that he got a hunting licence for hunting in Alaska - does US issue hunting licences by the state?
Or does it mean, that he got any hunting licence, be it for any random area or be it a US-wide licence, but he for some reason got it in Alaska? What would the reasons be for that? Is it, for example, easier to get said licence in Alaska, because they do not require, say, eyesight testing or something? Just cheaper?

The grocery store reported they came in several times a week (two kids and AE) for over 20 years and would pay often with food stamps. The point isn't their wealth or lack thereof, it's the controlling behaviors he displayed. He may well have paid for their vacations so he had time alone. I also would not say having to use food stamps indicates wealth.

This is about the "family" being deprived of anything RH did not see value in. He sued numerous people after alleged "accidents" and owed hundreds of thousands of dollars to the IRS. He clearly paid for what HE wanted. He found great value in depriving others and in seeing them suffer.

ETA: Grocery store context
How do you have a timeshare in Vegas and be on food stamps

Last I had heard, reporting to the NCIC was not required by all states therefore making it difficult to link intestate crimes to one potential suspect. I didn’t know if this has changed since the killing season was filmed.

Agencies across the United States submit information to, and obtain information from, CJIS systems. This exchange of information is essential to public safety. The Federal Bureau of Investigation (FBI) maintains the host systems and provides a telecommunication network to one CJIS Systems Agency (CSA) in each of the 50 states, the District of Columbia, territories, Canada, and federal agencies, including DOJ. CSAs provide access to CJIS systems as well as Nlets.
