Maybe he wanted to get her identity in case she had. MOO They have hopefully gone back to speak to her and have her bring them to the exact spot he approached her, show which direction he appeared from, etc. JMO.

I think she was the target and she knew it but I'm a bit mystified by the dirty clothes.
Was it a particular outfit he wore for killing, I wonder?

He was watching the case and googling it frequently, which LE was aware of. They specifically kept the investigation into him VERY confidential/sealed so he didn't do anything to himself, so no media mentions or real LE updates on the case until the arrest.
 
I'm also wondering because I'm macabre, whether he revisited the bodies of his victims ever or on a regular basis and whether that might be the reason he kept them in close proximity to each other?
Hopefully he was sloppy about that too.

It bothers me that he maliciously called a victim's relatives from the victim's phone to taunt them..
That level of malice should have blown his cover a very long time ago..

That's what I think. He had clothes he wore when he was doing this stuff. Going off this event and where he tried to hide the bodies, it seems he feels safe in areas like the marsh and the wooded areas. I guess because it provided more cover?

Yes, another possibility I posted earlier. Either of these scenarios lends itself to a likelihood that he was ramping up operations again MOO

Also, a guy in dirty clothes carrying a heavy burlap would be perceived to have been doing manual work, gardening or such like?
Speculating.

He stalked this woman at a public park, in broad daylight, and spoke to her in person. That's very different than how he had operated in the past. It was either on the phone or on Craigslist, at night, and the women were sex workers. Was he escalating? Was that why police were so worried about public safety and moved in when they did? I might be reading too much into it, it just surprised me how brazen he acted at the park.

perhaps acting a new fantasy of kidnap vs hiring an escort?

I haven’t heard this scenario, that he kept the missing women hostage but it makes sense given some of the victims had the same burlap fabric wrapped around them.It was reported that In past reporting- some of the victims were wrapped in burlap- it never occured to me that they were wrapped at the same time- I assumed it was the killers mo- or they had access to this material over a long period of time. But I am interpreting this detail that they were murdered and wrapped in burlap and dropped at the same time.

all petite young women, yes that does make sense even though he is quite a tall, larger man.
Right now Portland has a series of young women all 20-30's all petite ending up homicide victims, who could be turn out to be another serial killer in Portland.

Yes but if he had planned on killing her all he would have had to do was immobilise her, drag her in bushes, pack her and walk off carrying his package. He would only have required a few short minutes to do that.
He was possibly escalating too.

I think there are large paragraphs omitted containing many more victims.. just a feeling.

I think he acted as the middle man between contractors and the city.

Wow, Tim Sini just said on Dan Abrams NewsNation(Jesse Weber filling in) that he knew this was solvable but that when he came into the office in 2015 the investigation was in complete disarray a lot of infighting and "we had a DA [Spota, now in prison] who was actively obstructing the FBI from assisting in the investigation". I have no link. There is no link. I am watching TV, so I get it if this needs to be removed.
 
The park she is talking about and the area of the preserve it leads into (I'm there at least once a week) is usually busy enough in the daytime that I can't see anyone thinking they can get away with anything there. He may have been looking to mess with someone, freak her out or whatever.
