I own horses and don't understand why a horse owner would own the stuff?
Apparently it is used to put horses down  according to wiki.

Maybe he enjoyed the lake. Maybe he walked, rode a bike or jogged the lake.
Two Evansdale girls missing since early Friday afternoon
July 14, 2012 By Radio Iowa Contributor
Authorities plan to resume their search this morning for two young Evansdale girls who disappeared Friday while riding their bicycles in the community, just east of Waterloo.
Evansdale police chief Kent Smock says his department is treating the case as “a suspicious disappearance” — meaning abduction is a possibility. The search for eight-year-old Elizabeth Collins and 11-year-old Lyric Morrisey began just before 3 p.m. Friday when authorities learned the cousins had been missing nearly 2-1/2 hours.
Smock says Collins and Morrisey were last seen riding bicycles near Evansdale’s downtown area around 12:30 Friday afternoon. Their bicycles were later found along a nature trail next to a lake in a residential area that’s about a mile from where the girls were last known to be. Police and firefighters from Waterloo and several nearby communities — along with Black Hawk County sheriff’s deputies and the Iowa State Patrol – joined Evansdale authorities and dozens of volunteers in the search, which extended about four miles.
With the aid of an Iowa State Patrol airplane, a privately-owned helicopter and boats, searchers dragged the lake and scanned the surrounding woods, a nearby creek and a city campground, but found no traces of the girls on Friday. Darkness forced authorities to call off their search after about five hours, but volunteers continued their efforts overnight.
Officials plan to resume the search at 8 a.m. today. Volunteers should meet at the Community Response Center on Evans Road in Evansdale. Anyone with information on the whereabouts of the missing girls or who saw Collins and Morrisey after 12:15 p.m. on Friday should contact Evansdale police at 319-232-6682.

But doesn't the plaque on the bench say? What was his name? Is this the bench?
On the south side of the lake along the bike trail is a black bench memorial to a sheriff.
IDK, I just see where else it could go, unless you have been there you wouldn't understand. It's not that big of a park.
Do you know or are you guessing? :seeya:
IIRC, Heather mentioned getting the puppy in the 1st long interview with her & Drew. I think it was after the girls were found. IIRC, Kansas was where they got the puppy; Elizabeth was very excited that they would go all the way down there just for her to get the puppy.Iirc, they drove to Missouri, St Louis maybe...? Because it was the last puppy left in the litter, or something like that.
Cinder, this is not just a gazebo
Who is going to pay to maintain this?
To continue this (OT, lol?) subject, some of the parks where I live have benches dedicated to a deceased person. A gazebo was built in the smaller town I grew up in, for some victims who had drowned in the river and it ended up becoming a place to hang out and drink and smoke weed...so that did not exactly work out as hoped. The benches, on the other hand, seem to stay in place and be used as imagined.
Drain pipes?
I really think it will be a beautiful addition to the lake. The community wants to remember the lake as a happy place not sad. Would it make you feel better if they put signs up that reads, " Two children were abducted here"!
Hell if I lived closer I would maintain the gazebo, free. And I'm sure there are many there would would also. It's for the girls, something they would of loved, Im sure.
Who is going to maintain this? Who mows the parks keeps litter picked up? Maybe the community funds is paying for it, I really don't see the big deal on who maintains what. I would of waited till the case was solved, but it seems the community is doing something that helps them feel better. If the parents, the community is for it then who are we to disagree?
