Sadly I think there are so many possibilities as to why this baby hasn't been identified.
1. illegal immigrant
2. traveling worker's child
3. illegal adoption
4. kidnapped child
5. homeschooled child that is kept reclusive
6. being raised by relatives who merely have to claim the child is back w/her parents
It pains me to live in a society where children are thrown away so carelessly. No natural affection for their own child.
I think COD could give us more insight as to what kind of life this child lived. Was she abused? Did she have previous broken bones? Bruises? If she had previous injuries and died from abuse that'd tell a different story than if she was well cared for and died from an accidental drowning.
