OCEAN CITY, Md. - The roar of hundreds of motorcycles filled the air, and memories of Sarah Foxwell filled their minds as bikers hit the road for the Sarah Foxwell Foundation.
The first annual Sarah Foxwell Memorial Ride departed from Harley-Davidson dealerships in Ocean City and Seaford, Del. on April 17. They met up in Millsboro before receiving state police escorts to the Oasis Bar & Grill in Whaleyville, Md. The ride was the first fundraiser for the foundation, which will provide scholarships to social work students at Salisbury University, starting this fall.

Change of venue granted in murder trail

A judge has granted an automatic change of venue to a man accused of kidnapping and killing an ll-year-old girl last year.

Lawyers for 30-year-old Thomas J. Leggs Jr. of Salisbury made the request to move his trial in Wicomico County Circuit Court on Thursday. The request was automatically granted because prosecutors have said they will seek the death penalty.

Leggs trial to be held in Cecil

SALISBURY -- The murder trial for a sex offender accused of sexually assaulting and killing an 11-year-old girl before Christmas has been moved to Cecil County, according to a court order signed by Circuit Administrative Judge Daniel Long.

While no trial date for Thomas James Leggs Jr., 30, has been set at this time, the court has assigned the case to Judge D. William Simpson, a retired Wicomico Circuit Court administrative judge.
"We've always stressed that we would be pleased to have this case transferred to any jurisdiction for trial," said Davis Ruark, the prosecutor and state's attorney for Wicomico County. "Now that Judge Long has designated Cecil County as the trial venue, we will be fully prepared and anxious to go trial."
The Friday court order transferring the case to another jurisdiction came two weeks after Leggs' attorneys, Katy C. O'Donnell and Kay A. Beehler of the Public Defender Office in Baltimore, filed for a change in venue stating their client could not receive a fair and impartial trial in Wicomico

Leggs' trial could cost Wicomico $118K
Officials' worst-case scenario estimate includes lab work, travel, witness testimony

SALISBURY -- Wicomico County, under a worst-case scenario, will spend $118,000 to prosecute the man charged in the death of Sarah Haley Foxwell, an 11-year-old from Salisbury, according to estimates by the sheriff and state's attorney.



The trial expenses -- which include fees for DNA lab work, expert testimony, hotel stays and meals -- are higher because the case will be heard 100 miles away in Cecil County. The 30-year-old defendant, Thomas James Leggs Jr., faces the death penalty if convicted. That gave him the right to have his trial automatically moved outside the county.
"His trial date cannot come soon enough for the citizens of Wicomico County," Sheriff Mike Lewis said.

Grave of Sarah Foxwell vandalized

SALISBURY — The grave of 11-year-old murder victim Sarah Haley Foxwell was vandalized overnight, prompting local law enforcement officials to increase patrols at the undisclosed burial site, the Wicomico County Sheriff’s Office confirmed Friday.


By midday Friday, the company that donated a granite monument for the site had made repairs, Chief Deputy Sheriff Gary Baker said.
The Sheriff’s Office also has contacted the Salisbury Police Department, and the two agencies are working to increase patrols at the location, Baker also said.

The Sheriff’s Office launched an investigation after the child’s mother, Jennifer Foxwell, alerted authorities Friday that culprits had dismantled a granite vase from a matching stone at the grave. There are no suspects, but authorities are asking the public for information that could lead to an arrest, the chief deputy said.

Sarah Foxwell's Accused Killer Gets 3 Years on Unrelated Burglary Charge

SNOW HILL, Md.- A Worcester County Circuit Court jury deliberated 20 minutes before it convicted Thomas J. Leggs Jr. of fourth-degree burglary Thursday, drawing a maximum three-year sentence from a judge.

Leggs, 30, of Salisbury, who is facing charges in Wicomico County for the kidnapping and murder of 11-year-old Sarah Haley Foxwell of Salisbury in December, was on trial in Worcester County for an unrelated incident that occurred in Ocean City in September.

According to prosecutors, a 24-year-old woman, who had already known Leggs for a few months, said she awoke in her bedroom at around 4 a.m. on Sept. 11 to discover Leggs standing by her bed with his pants around his ankles. The victim told the court that she never had given Leggs permission to enter her home and ordered him out before calling police shortly thereafter.

Leggs convicted in Ocean City burglary

SNOW HILL, Md.-- A Worcester County judge sentenced Thomas J. Leggs Jr. to three years in prison on fourth-degree burglary charges, ending a court case that began months before authorities arrested him in connection with the murder of an 11-year-old Salisbury girl.

Leggs stood accused of breaking into the apartment of a woman who turned him down for an overnight stay after a boozy cab ride home.
Pamela Sima, 24, testified in Circuit Court that Sept. 11, 2009, she awoke at about 4 a.m. to find Leggs standing over her bed -- shirtless, undoing his belt and taking his pants down to his knees.

"After it happened, it really affected my life," she told Judge Thomas C. Groton III prior to Leggs' sentencing. "For the rest of my time there, I slept with a knife by my side and a phone in my hand."

Sima also testified she had rejected his romantic advances on a date one week earlier.
A Worcester County Circuit Court jury deliberated for 20 minutes before reaching a guilty verdict Aug. 5. The jury found Leggs not guilty on a related charge of property destruction.

Worcester County State's Attorney Joel Todd sought the maximum sentence of three years incarceration on the burglary charge, citing Leggs' criminal record and his being on the Maryland and Delaware sex offender registries.

ELKTON, Md. – A Circuit Court judge denied a motion Thursday morning that would have removed the option of a death sentence for a Salisbury man charged in the murder of Sarah Foxwell.

The denial came during the second day of a motions hearing for Thomas James Leggs Jr., 31, in Cecil County Circuit Court.
