IntraUterine Growth Restriction is when the uterus is found to be "too small" for the gestational age of the fetus as compared to the size it is expected to be at a given time. This can be caused by a number of things - note I'm not a nurse or doctor, I got my information from being pregnant three times, all of them pretty eventful in rather stressful ways, and from this page among other google links - http://kidshealth.org/parent/medical/endocrine/iugr.html

Perhaps this is more what she was referring to. Remember, our verified insider Ferretmommy said she (Angela) has an 8th grade intelligence level and I think she even said she wasn't being mean just stating a fact. So maybe her doctor said her uterus was too small, and she just ... you know, mentally ingested it differently than you or I would, causing her to state it in such a way to reporters as to make it sound like a different kind of "too small"... does that make sense?
edit - wait she was 7 pounds 13 ounces? in what world does a small uterus hold an 8 pound child? I'm back to scratching my head on this one. Her explanation doesn't make any sense in light of that point, but I don't think it's relevant anyway.
