Here is what it is for, I know there has been confusion on this as well.Please correct me because I can't remember the exact circumstances, but what ever happened with this?
When EA was first arrested, there was another stipulation(?) that had to do with ICE(?) and his citizenship that was listed in addition to the AK. I remember that the bail was set at $1m, but with that additional stipulation(?), didn't that make him ineligible for bail?

In a nutshell: If/When he/she makes bail(gets out) they are detained an additional 48hrs so ICE has an option.
It does not make he/she ineligible to post bail if legally & financially able to do so.
An ICE detainer is a written request that a local jail or other law enforcement agency detain an individual for an additional 48 hours (excluding weekends and holidays) after his or her release date, in order to provide ICE agents time to decide whether to take the individual into federal custody and begin formal deportation proceedings.
