Places that women must be vigilant:
Parking lots
Parking garages
Elevators
Vacuuming the car at either a gas station or car wash
Bike paths or walking trails

The best advice is to pay attention to cars that are parked with the engine running.
Don't park next to vans
Don't park next to pillars or obstructions.
When cleaning the car, do not leave both side doors open.
When going to your car have one hand free and your keys in your hand. If you have to maneuver items into the car, open the door and keep your back to the door not the parking lot. If you feel someone approaching, put the items in and organize them after you are inside with the doors locked.

Do not linger in the car park.
At the gas station, lock the doors when you get out.

Also, don't double click the key fob until you are very near the car...to keep someone from jumping in the passenger side door.

Elevators: One simple rule, if the door opens and there is only a man inside, wait for the next elevator. If the door opens and you are alone and a man is about to get in, get out. Better safe then sorry.

As to bike and walking paths. The worst time to be alone is in the middle of the day and when it is dark, obviously...when there are few people on the path. If you need to go when there are few people out and about, go with a buddy. Don't wear headphones or a pony tail if you are running, walking or biking alone. Pony tails are used to get control of the victim. Headphones, make it so you can't hear footsteps behind you or in the bushes nearby.

It's horrible that women have to be so careful but these violent attacks occur far too often to believe women and children can be carefree in these places.

You're giving very good advice to women who are out and about.

Three things I would advise women if they have to travel somewhere at night.

First, be aware of your surroundings before you get out of your car at night. If something looks or seems suspicious, don't get out of your car.

Second, if you're traveling on the highways or interstates at night, don't stop at a roadside rest area if you have to use the restroom. Stop at a oil company gas station that is very well lighted, has security cameras on the outside and inside of the building, and has a seperate restrooms for men and women inside the gas station.

Third, try to fill up the gas tank for your car during the daytime if possible. If you must get gas at night for your car, stop at a well known oil company gas station that is very well lighted at night, and has security cameras inside and outside the gas station.

I have relatives in LE, and I have heard of numerous serious incidents that have happened to women over the years at night at roadside rest areas on the highways and interstates.

The most important advice of all that I can give to any women is that no matter where you go during the day or at night, always, always be vigilant and be aware of your surroundings at all times.
 
I totally agree. Have always doubted his Internet and social media usage. Also the buying of *advertiser censored* dvd's when, if he had a good Internet connection he could download *advertiser censored*.


I mentioned this in real life just the other day with regard to this case. Who the heck buys *advertiser censored* vids anymore? Unless he's THAT smart that he bought them on the day he planned to carry out the crime to make it appear that he doesn't have web access. Doubt that but you never know.
 
OT sort of...
I just realized after we had purchased our home two weeks ago that we have a sex offender living right behind us. We did all the right things before even pursuing this house. looking on the SO registry etc. But after a couple of encounters of him lurking around in the dark when we would be outside asking for cigs and approaching my adult son to see if he could get drugs etc. A red flag went up. I knew we had done our homework how could we have missed this? I went back and checked again and he registered his address Aug 5, after we had already signed closing papers. Now we all are paranoid about being outside alone at a place we are supposed to feel safe. What to do? I don't want this creep watching my daughters like they are lunch meat! I want to sell!

Maybe Alexis was under an old impression of other people telling her RAT was harmless. she probably just like any other teen/adult didn't really keep up with current events. Due to just doing "life". She may have seen him around talking with other kids and figured well he's not creepy to them so why should I be creeped out by him. But it was that "one thing" that made him target her. I am worried about that being the situation with the SO living behind us and him finding that "one thing" fascinating about my own daughters. To relieve my fear though, I tell myself at least I know what I'm dealing with when it comes to him. So maybe she just didn't know his back ground from SC. Just a thought????

Personally, I would call non-emergency police and tell them about the lurking and asking for drugs and cigs, his name, address, and dates/times of his actions.

If you know his name, you may be able to call the local probation office and see if you can leave the info for whomever his probation officer is, he is breaking probation and his terms of release by the actions you have stated.

I would ask a lot of questions when I called both places about how to protect yourself and your family from him. You can also call the local Magistrate's Office, leave a message about it if no answer, tell them his name, address, actions, and ask them how to protect yourselves.
 
21Merc7: All good info, Thank you! I actually just after I found him on the registry did the non emergency # they said they cant do anything about him as long as he is in his own yard. I found out that on the registry there will be a "status" line about if he is on probation or not and unfortunately he is not! SO has rights just like you and I, so I was told by LE.

Okay. Keep a log of everything. Maybe get some cameras to put up on the perimeters of your property (toward top of house, outside or through attic windows if any) that can record. They don't have to be very expensive. My father did this years ago with some $10 Radio Shack cameras, an old t.v., and a vcr for recording. Now you can just have recordings digital and sent to a free online unlimited storage. It really does not need to be an expensive set up at all, and can be unobtrusive now with all the new technology.

Maybe someone else will have more info. If I think of anything else, I'll let you know.

ETA: Sometimes webcams in a window can capture enough. Do try to get color recording cams, as black and white don't seem to record as much detail, at least according to the cases we have seen with them. Better than nothing though.
 
I just have a hard time seeing him abducting her in broad daylight anywhere in that area. The only resonable place for her to stop her car would be off the edge of the road (if RAT was flashing his lights) OR at his trailer/property (if he was getting a tool to "fix" her car). In both instances, LE would see repeated PINGS from her cell phone in one spot showing she stopped there BEFORE RAT had a chance to abduct her. After RAT has probably raped and killed her, then the cell phone would either go dead with no pings.. or move to the gulley or wherever it was found, and stay there until the battery went dead. That is why they looked with dogs, etc. at the two reported places.

After finding the other phones, Can they then also follow the trail of these phones? Can they take a record of all cell phone "pings" at the exact location and time of the car drop, ID the users, and follow those trails?
Someone back in this thread said RT was reported walking down the road after Alexis went missing, does anyone have any more info on this?
 
RAT walking was in the beginning of the investigation and said on here from a local who heard it. So we dont know if its true. We also heard Alexis was seen walking with a white guy on 29 but I really think people just make stuff up. lol

(not that he wasnt seen or to discount the local who said it but you know how the he said/she said works)

I hate to say it because you just bought the place but SELL! It's too dangerous for you and your daughters. I would also see if you can check into getting out of the mortgage, because you were not fully informed. (Since he registered after your contract was signed). I hope you can get out safely!

I'd also get a dog or dogs, and fully fence my yard.
Very long shot getting out of the mortgage, as it is not the lenders responsibility, and the SO was registered after the deal.

Unfortunately, you can't move away from the problem... only to have it show up in the new neighborhood or have someone move in later. We have an (allegedly reformed) child rapist who lives 5 doors down across the street. He is registered SO and neighbors put out flyers at each house when he moved in to warn other neighbors (particularly ones with children). All you can do legally is keep your guard up. They are (legally) moving in and out of neighborhoods all the time...and there are many of them! :(

We bought the house with chain linked fence and do have dogs but little ones. We are going to secure our perimeter with thorny bushes that grow 6 ft tall and 6 ft wide around the fence line. We plan to get a pit bull asap. We are installing security systems camera etc. We all have decided to take self defense classes. Alexis' situation unfortunately has opened our eyes to the evils of this world. Now just to get rid of paranoia :banghead:

When I was still an intern with Will County, Illinois (of Drew Peterson infamy) I was with the criminal courts in an entirely unimportant capacity - a total paper-pushin', coffee-gettin', twenty-somethin'.

That being said, the one important part of my job was compiling the interviews done by the Drug Court and Mental Health Court (both diversion programs, in a similar vein to probation but MUCH more work for the applicant/incarcerated individual.) It should be noted that the longer the history, the more offenses that were listed, the less likely you were to get in - and if you ever had a VIOLENT offense, it was nearly impossible. Not ENTIRELY, but nearly.

This is unscientific, this is a small sampling of a couple hundred that I saw while there: But of those, I would say that at least HALF, if not more, of the applicants, when filling out their history, would claim to have purchased pornopgraphy at a brick-and-mortar location.
The TENDED to be the older applicants (meaning, in a jail setting, over 25.)

Sure, they could have been exaggerating to seem MORE deviant - need MORE help and intervention from the courts. So it could be unreliable.

But I believe it. I think that some people purchase *advertiser censored* in a store because they LIKE going there - it turns 'em on. It's not simply a matter of "clicking" online - and someone who has already had their phone LUDs pulled would be unlikely to take a chance at ordering *advertiser censored* via the internet. I think that RAT could have gotten it online - he wanted to goooooo there. Wanted the whole experience.

Just my thoughts, in my experience, and all that. Take it FWIW.

EDIT: Should be noted that this is self-reporting, in the sense that a liason from the diversion program went to the jail and interviewed them over the jail 'phone' through the jail 'glass'' - the way that visits go at will county. You aren't even sitting across from the person ..You are in an entirely different location, but they use video feed. It's kinda neat.(If it wasn't jail.)

One other piece of advice l'burgchelle- get you and your daughters the 3 in 1 spray from Gander Mountain or Dick's sporting goods. It is made by Sabre. It has pepper spray, invisible marking dye and tear gas. It could stun someone enough for you to run. Also, it would mark them with dye so the police could catch the perp! I have the keychain version and carry it with me when I run. Be safe!
