I think it's more like he is trying not to lose his temper so he's repeating calming thoughts and verses through his head. IMO he's like a dad listening to his two children complaining and he just wants to explode but is holding it in.

He is smacking down Simms now by tellinher it's a FRYE hearing, he doesn't know how many times he can tell her it's a FRYE hearing which he set MANY months ago.
