The homeowner would not be out money unless they wanted to donate the house. The homeowner could have sold the house or donated the house to the University.

I suspect the University bought it. The homeowner could have owed more on it then the house was worth and the University paid off the mortgage.

A type of situation that is helpful to the home owner.
That was my guess: the university bought it from the owners.

From the Memo:

Healing Garden and Memorial

Early planning is underway to create a memorial to these four students. While the memorial will be a focal point of a garden, the garden will also be a place of remembrance of other students we have lost and a place of healing for those left behind.
The garden design will incorporate class and individual student participation. It will be located on the Moscow campus, but the exact location has not yet been identified.

King Street House

The owner of the King Street house offered to give the house to the university, which we accepted. The house will be demolished.
This is a healing step and removes the physical structure where the crime that shook our community was committed. Demolition also removes efforts to further sensationalize the crime scene. We are evaluating options where students may be involved in the future development of the property.

The reasoning for the transfer and destruction is partly to avoid more sensationalism. While I agree sometimes there is a late need to look for evidence, I don't think that will be possible here.

I was thinking we would get to read what items the defense supplemental request asked for and if the state provided those items requested or objected, but the request does say ICR 16b 1-8 plus those outlined in exhibit A. JMO

So a man driving a white 2015 Elantra who was in the area doesn’t call in because, “nope, not me I have a 2015,”
MOO an owner would know it’s virtually the same car with different hubcaps.

The owner would know they have a 2015 and so wasn't "driving this specific vehicle." How are random people off the street supposed to know the differences in model years, like I drive a 2007 vehicle and wouldn't know what if any differences are in model years in 2005 or 2009 for my model car, but I would know if there was a call out for a "specific vehicle" that was 2005 that would not be my car. Actually I've seen it speculated that the public BOLO wasn't expanded so as to not tip off BK so that's why only LE got the expanded BOLO. It's not like LE released a screen capture of the vehicle in question where if they had then it really wouldn't have even mattered if they got the make/model/year correct but instead they released stock images.

Do you mean that it would only be circumstantial rather than direct evidence? I just wanted to make sure I was following you. :) I think the weight of as evidence might depend on whether they are pictures he took, or items he poached from the SM accounts.

If he was watching any of them closely enough to take his own pictures of them, I think that would nicely support the stalking and targeted attack theory. Especially if the pictures were taken at odd times, and the subject was clearly unaware they were being photographed. Like at night when leaving work, or through a restaurant window, etc.
Yes, circumstantial. If social media pics, far less incriminating than if he actually took his own in a stalker-type mode, as you suggest.

I figured there had to some form of change to the ownership or status of the house. The fence and the boarding up of the windows is typically required for a vacant property for the Insurance Carrier. Locked and secured, heat maintained or pipes drained etc. The demo coverage will be a whole different thing.
It’s will not be rebuilt as a place
to live. A police substation with victims services office might be nice.

Even the garden will require liability insurance. I have no idea what the rates are for vacant buildings in Moscow, or how much demo coverage is. As someone told me when I was first hired, everybody needs insurance. You can’t do a thing without coverage.
