OK, I will call the board today and see if it jives with what Wiki has online. I find it hard to believe that there have been that few sanctions in 20 years, first of all, and second of all, that they list them in PDF format. Most of the time, a person has to search through records of Board meetings to find disciplinary action reports, or pay for a search on a specific person to find the info.
But, since TX is one of a growing number of states which puts almost all aspects of a person's life online, I probably shouldn't be surprised.
Your statement that "He did exactly what it says" is open to interpretation.
Neither you, I nor the mouse in the corner know whether Phil McGraw had " improper relations with that woman" to paraphrase an impeached president.
You can choose to think he did something wrong. I choose to think there is quite a bit of wiggle room after reading all of the similar board actions on the PDF list. Either therapists in TX are sex addicts or patients with severe transference issues have successfully used the " He said- she said" loophole to their advantage. No one can prove or disprove consentual sex acts unless there is DNA evidence preserved, a video or photos were taken, or an impeachable eyewitness viewed the act. I have seen this type of complaint filed or alleged more times than I can say and usually the female was filing a nuisance complaint because she could or because she wanted to be paid big bucks for shutting up and going away.
Next, you are pre-judging him. Neither Britney nor any of her relatives have been on his show regarding this incident in her sad and sadder life. We don't know if she will be a guest or not! Her father admires Dr. Phil, and has called him a " god" ( his words not mine) to reporters this past weekend. IF Jamie Spears wants to be on TV and Dr. Phil wants to help HIM, then I suggest that this is their business, not ours. Our remote controls come with buttons for a reason. If I was a parent who was relatively used to the spotlight because of a famous child and was hurting, I probably wouldn't think that going on TV to discuss it was all that abnormal. As a regular person who values privacy, I look at it from a different perspective. We cannot walk in Spears' parents shoes unless our son or daughter is as famous and in as much trouble as Britney is.
As for your blanket statement that there is no help possible on TV- Are you aware that there is a TV show on called " INTERVENTION" and its sole purpose is to show taped interventions with substance abusers?
I'm not sure which cable channel it's on but am thinking TLC. Apparently, quite a lot of people have chosen to go to rehab because of the intervention, and of course, the larger purpose is to help viewers with a similar problem see their own need for help.
BTW, Dr. Phil does not just have a person in trouble on his show then drop them after they stop tape.
If the person is agreeable to treatment, he sends them to a treatment center and if they don't have insurance or otherwise can't pay for it, he does. If they refuse treatment, then he tells the person and the audience what the consequences are. "You have lost your children, your wife left you, you lost your job, you are being evicted, you have liver disease which will progress to liver failure" or " You are on a downward spiral and you will end up in prison or the morgue".
I've done enough interventions to know what the horrible outcome is when a person refuses help and treatment. Maybe that's why I accept the fact that Dr. Phil offers help to both the people in his studio and through them, to countless others watching. Most of us are insightful enough that at some point, we can see ourselves in one of his guests discussing a problem in their life. This is not shock jock TV. It's not Jerry Springer or Montel Williams.
I've only watched intermittantly, as I do have a life, but I consider him to offer helpful solutions which apply to his viewers as well as his guests. There's no way he could practice deep, probing Jungian therapy in 1 hour, but from what I've seen, he does offer an introduction to the principles of cognitive behavior modification therapy to the average layperson.
That pdf file resides on the Texas State Board of Examiners of Psychologists' website and it is a list of correct information according to the State of Texas. You can request a hard copy here:

That lady is on the pdf because as a state worker she compiled the list.
Sad to say, he did exactly what it states and he didn't renew his license until 2004....right before he went on the air. Until then all he did was give talks to businesses.
He's no doctor imho (all doctors are suppose to follow the oath...first do no harm...he doesn't follow that rule at all) and he should be ashamed of using this terrible thing for viewer numbers on his show. That girl don't need one more person to use her for personal gain. It's sad. If they really wanted her to get help they'd do this in private where it belongs.
