CA has the death penalty, but they VERY rarely use it. And knowing CA, they may once more claim is it unconstitutional and commute sentences. Last time that happened, those on death row ALSO got chance for parole. Only reason at least one member of the Manson family ever got a parole hearing. And all of them were originally sentenced the death.

I brought your suggestion to Tricia's attention this aft, and while it will not be in Websleuths' name, WS is prepared to host a dedicated thread in the Spotlight on Children sub forum. The thread will be a place for members to gather, share, organize, to help each other in going forward in Emmanuel's name in whatever campaign they think will be suitable and effective in working toward such reforms as you describe.
Perhaps it is fitting going forward that the name Emmanuel is about divine presence and protection ... a legacy in honour of precious little Emmanuel.
We'll get that thread started tonight or tomorrow morning.
