The wide gap of time between the deaths and the inquest being scheduled is troublesome....witnesses die, move away to unknown locations, memories fade, records are destroyed. It takes 2 1/2 years to decide whether "foul play is suspected" ??

There is however a "coroner's investigation", and that process can vary depending on the circumstances. It is through the investigation that a decision is made as to whether or not an inquest is warranted.

Thank you, sillybilly. Explanations like you gave help to remove erroneous conceptions, or modify the conceptions we have to accommodate the new information.

I'm still hoping that the forensic exam will include testing for diatoms in the bone marrow. The absence of which will indicate death before entry into the river; presence of which will indicate drowning. (I hope I have that right.)

Thanks, sillybilly. The connection between RW and Ontario based construction companies is very interesting. Below is the link to the schedule of Coroners' inquests released 06/29/2010 for Ontario. Several of these deaths occurred in 2007 and just now coming to schedule for inquest. Appears to me to be a large number of deaths that happened at construction sites.

I was just recalling the old stories of bodies recovered from construction sites....remember the 3 civil rights workers in the South, found some 30 years later?

Uh, I don't mean to appear like an idiot, but the construction site deaths (if you read the news releases) all state that the parties in question died from injuries received during the course of [their] employment at construction sites in their respective regions. Not that their bodies were discovered there and that there was foul play suspected or that needed to be ruled out. It also states that they hold the inquests (as required by law) to prevent similar deaths from occurring. So, knowing the construction business, I am not sure I see a connection between the inquests and foul play? Could you help me out? :)

I can confidently say that in the Quinte region there have been no bodies found on construction sites.....It is rare that they even have accidents.

It was his fifth court appearance since his arrest and his fourth by video from Quinte Detention Centre in Napanee, where he is being held.

Clad as usual in his orange jumpsuit, Col. Williams looked lean and healthy.

Among the spectators in the small crowded courtroom was Andy Lloyd, 29, the older brother of murder victim Jessica Lloyd.

It was his first glimpse of Col. Williams since the charges were laid.

“It's something I have to do for myself, obviously it's a bit of a shock but I'm prepared for it,” he said afterward.

“We've got a lot of people helping us out.”

Arrested in Ottawa on Feb. 7 after a six-hour interrogation by provincial police....She was kidnapped and killed in late January and her body found in a patch of thick woodland outside Tweed, a few hours after Col. Williams was arrested.

A longtime executive with the Ottawa-based Heart and Stroke Foundation of Canada, Ms. Harriman has been in seclusion since her husband's arrest, but has visited him in the Quinte jail a number of times.

Shortly after he was charged with murder, Col. Williams transferred ownership of the Ottawa home to her, while he secured title to the less-valuable house in Tweed.

The lawsuit and any other civil actions will not be dealt with until the criminal case is resolved.

Military proceedings are also on hold.

Seeing this picture of Andy, Jessica's brother, is sad. He is a good, strong brother, that is for sure. I hope him and his mother find the strength to persevere through this situation.

&#8220;It&#8217;s just something I have to do for myself,&#8221; said Lloyd, dressed in a black suit and tie. He said he knows little about the evidence in the case, adding he gets most of his information from media coverage.

He said time has sped by since his sister&#8217;s body was discovered in February in an isolated, wooded area near Tweed, where Williams, 47, owned a cottage. Lloyd said he &#8220;knows it&#8217;s going to take a long time&#8221; before the case against Williams concludes.

The colonel, who piloted dignitaries on Canadian air force flights before becoming commander of CFB Trenton, was brought in for questioning Feb. 7 following a police roadside check along a road leading to one of the crime scenes. Police, according to media reports, were looking for distinctive tire tracks left at one of the crime scenes. The day after his arrest, Williams reportedly led police to Lloyd&#8217;s body.

Dressed in an orange prison jumpsuit, and appearing via a video link from the Napanee, Ont., jail he now calls home, Williams responded with two words: “Thank you.”

Exactly what will happen on Aug. 26 remains unclear. Despite reports that the 47-year-old plans to plead guilty, neither the Crown nor the defence is commenting on the rumours.

Today’s court appearance comes one year and one week to the day after Williams assumed command of 8 Wing/CFB Trenton, the Canadian Forces’ busiest and most strategically important air base.

Police now allege that during the colonel’s six-month stint as boss, he led an elaborate and violent double life as a sexual predator.

In sworn affidavit signed on June 2—the day after her 19th wedding anniversary—Harriman claims that “as a result of the charges, my previously anticipated future and financial security had become jeopardized.

A hearing on the matter, originally scheduled for July 27, has been postponed until Oct. 19.

Some time ago, I mentioned the Allore family of Trenton, Ontario. Strangely, the Allore name came up in Debra Rashotte's obituary. The Allore family once owned a building supply company in Trenton, which became a Beaver Lumber store, then a Home Hardware building supply centre. The Rashotte name is connected with a Home Hardware in Tweed, Jessica Lloyd's town.

Theresa Allore was murdered in Quebec. The case fell apart, partly due to an apparent lack of interest by LE in investigating Theresa's disappearance, and some presumptions (false) by LE about why Theresa disappeared. The trail went cold.

It's never one person who suffers in cases like this. It's hard to say how many lives fall apart when a loved one is murdered. Loved ones left behind need answers.

Gosh, sorry to sound cynical here, but ... Testing?? Landstuhl?? Home?? For what reasons? Sounds like a pretty serious condition that should have resulted in early retirement with a good pension, but she returned subsequent to 2006 and was ultimately found dead in her room in Kandahar in 2009.

Yep, those wikileaks have been very interesting. Remember various stories that said she had developed a blood disorder that wasn't diagnosed, that she wasn't well and that the curtains were always drawn at her house when she returned from her first mission overseas? Of course, most of that came out after the pronouncement that her death was a "suicide". Then commenters on news sites started playing on the "baking cookies" angle, saying, in effect, that cookies are the new suicide note, and that the military shouldn't have sent someone who bakes cookies back to a conflict zone, because clearly that type of person needed help.

I found another thing strange. The Munk School of Global Affairs rang a bell. Then I rememberd that Robert Barrington Leigh's family asked for donations to be sent to the Trudeau Centre for Peace and Conflict Studies at the University of Toronto (which is part of the Munk School). And that is a whole other story.

Thinking about word in that report that the U.S. wanted Canada to rebuke South Africa. Wondering about another case on this board, and whether blood diamonds come into play.

And wondering about the Joe Grozelle connection. It's one big circle.

LAWSUIT: Lawyer says suit against Harriman unfounded

A civil lawsuit against the wife of Col. Russ Williams is unfounded and should be dismissed, her lawyer says.

The lawsuit was filed May 6 against Williams and his wife, Mary-Elizabeth Harriman, by a 21-year-old Hastings County woman known only as Jane Doe.
"Although the defendant Harriman is not a criminal complainant against the defendant Williams, she is nevertheless a victim," Mary Jane Binks, Harriman's Ottawa lawyer, writes in a factum filed at Belleville's Ontario Superior Court office.

A copy of the more than 100-page file was obtained by The Intelligencer.

Williams, who was charged Feb. 8 in the criminal case, has not yet filed any documents in the civil matter.

He transferred his interest in the couple's home and other assets to Harriman March 22 in exchange for $244,500 in consideration, the factum says. Me: IIRC, didn't they originally say $60K? so now it is $244.5?
"There was no such intention," writes Binks, who was in a meeting Tuesday and could not be reached for comment.

The transfer was made to ensure Harriman's financial security, Binks adds. She also notes Harriman agreed to a court order preventing her from transferring or disposing of the home until further notice.

"The timing of the transfer was not unusual given the crisis facing the marriage of the defendants," writes Binks. The couple's 19th wedding anniversary was June 1, according to the factum.

"These claims by the plaintiff are neither supported by the facts nor the law," writes Binks. She asks the court to dismiss the claims against client and award Harriman court costs.

Binks states the plaintiff's lawyer, Kandace Davies of Belleville's Pretsell Cavanaugh firm, "provides absolutely no evidence" in the statement of claim that the transfer was fraudulent.

The claim, wrires Binks, "rests entirely on the allegation that the conveyance was made in haste following the criminal charges" against Williams.
Binks cites Harriman's character and job as associate executive director with the Heart and Stroke Foundation of Canada as reasons why "there is absolutely no risk whatsoever" her client will not try to "dispose of, deplete or remove her assets from the jurisdiction.

"Her reputation in the community is exemplary," writes Binks. "She has strong ties to Ottawa, she has not listed her home for sale and there is no suggestion that she will abscond from the jurisdiction."

Harriman "takes no position on the probability of success of the plaintiff's main action for sexual assault," the factum states.

On July 15, 2009, an hour before Col. Russell Williams was sworn in as the new boss of CFB Trenton, a two-seater jet skidded off the air base runway and smashed through a fence.

The plane, a 1950s-era Canadian Forces Silver Star, was being delivered to a private buyer in the U.S. when something went wrong during takeoff, forcing the pilot to abort.

For a few minutes, at least, the crash threatened to spoil Williams&#8217;s big day: his official change-of-command parade. But as emergency crews raced to the plane, they found a scene that could have been much worse. The pilot was conscious and alert, and the jet, resting on its belly, was still intact. So shortly after one o&#8217;clock, with the pilot safely in hospital, the festivities went ahead as planned.

If the accident was an omen for the unthinkable things to come, only Williams could have known that at the time. In the eyes of everyone else gathered at his swearing-in ceremony&#8212;including his wife of 18 years, Mary-Elizabeth Harriman&#8212; ......
