As for the memorandum that was supposedly sent out by RW about not talking to LE, that is a not a memo that I ever saw or was spoken about by our CO.

A basewide memorandum would have either:

- been posted on our 8 Wing Splash page (it's a default home page for us)
- been sent to us by email via the WExec staff or the W Comd himself (our now W Comd, Col Cochrane does this often)
- or, it would have been passed down to the unit CO's for dissemination during a meeting or briefing with all of the staff.

I didn't hear of any such memo, and being a supervisor, I have people that I have to supervise/disseminate info to. I don't know where the info came up that there was this memo....I believe RW when he says he said no such thing.

This was brought up in the taped interrogations with Det-Sgt Jim Smyth. This was part of the sentencing hearings.

Yeah, I remember that..

If it were true, it would be easy enough to produce it. A copy would have been kept.

If he really did do that memo or direct someone else to put it out, that is illegal - he must have known that. You can't direct or order a subordinate to do something illegal.

I'd be interested to know if LE were able to get that memorandum.

Perhaps Dr. Berlin needs a reminder that the laws in Canada were changed to reflect the fact that sexual assault is "assault" first and foremost. Our lawmakers view a sadistic sexual assault as primarily about the "sadistic" and "assault", with the "sexual" as the means of inflicting the former. It's sex as a weapon, if you will.

The author of a number of well-known books about psychopathy is one Dr. Robert Hare, a retired professor emeritus from UBC. Dr. Hare is considered a world-leading expert in this field. He developed the PCL-R, or Hare Psychopathy Checklist, as it is known, after spending many years working with the "criminally insane" in Penetanguishene.

I am inclined to believe Dr. Hare, who doesn't comment on cases like this, as a matter of his own personal policy. The man has 35+ years of research in psychopathy under his belt.

So IMO, it's a waste of time and taxpayers' money to attempt to rehabilitate someone like RW. However, if studying RW will allow LE to better their understanding of how to catch the next one like him, by all means, study him. I'm sure he'll enjoy the game. Just don't let him out. Not everyone can be fixed, and sometimes jail is jail for the the protection of society, rather than the "correction" of criminals.


I agree that there is no way that RW can be rehabilitated and that he should never be let out of prison.I do however, hope that he will live long enough to allow the mental health community to learn everything possible about the brain of this''clockwork orange," to benefit society now and in the future.Obviously this guy can keep a secret,so I imagine it will be some time before the right key is turned in the right lock.Besides, I am dying to know where a Father figure fits into all this, has rw tried to render other men impotent by stealing a family's jewels?

I don't see the connection at all other than the hairline. They don't resemble each other at all :waitasec: Even my Dad has a hairline like that - I don't think it's all that uncommon other than RW's always kept his tightly cropped (which makes it stand out more)

The man who beat and tied up a Carleton University student before sexually assaulting her early Saturday is likely an "anger" rapist who uses sex to "degrade and punish" his victim, says a Canadian criminal psychologist and profiler now based in California.

"He is into a lot of pain and suffering for the victim," Eric Hickey, director of Alliant International University in Fresno, said yesterday.

"They don't attack as often, but they are much more brutal," Mr. Hickey said. "He uses excessive force to dominate his victim."

Saturday's assault of a 23-year-old female student in a Steacie Building lab was also not likely his first -- or last -- sexual assault, Mr. Hickey believes.

"He has struck before, he will strike again. He's not the kind of guy who just says 'OK, I'm done'," Mr. Hickey said. "He thought this thing through. He wanted to make sure he didn't get caught."

The student -- who suffered a broken jaw and dislocated shoulder in the 12:15 a.m. attack -- had her hands tied behind her back and was knocked unconscious.

Following the sexual assault, the suspect used a wet cloth to wipe off the victim before stealing her jeans, cellphone, a running shoe and underwear. The woman remains in stable condition in hospital.

Yesterday, Ottawa police continued to review video surveillance tape from cameras located on the Carleton campus.

While there was no video cameras in the building where the sexual assault occurred, police are hoping the suspect was caught on video elsewhere before or after the assault.

Ottawa police deputy Chief Larry Hill said the case remains a "priority" and "significant resources" have been assigned to the file.

"We're not just leaving it up to one investigative team," deputy Chief Hill said. "We want a swift resolution to this if we can."

Ottawa police said they have not prepared a composite sketch of the suspect at this point, nor have they contacted criminal profilers.

Referring to rapist profiles used by the FBI to define serial offenders, Mr. Hickey said the suspect police are looking for most likely fits into the category of an "anger-retaliatory rapist."

As such, Mr. Hickey said the sexual-assault suspect would feel animosity toward women. The assault may have been set off by a "profound sense of rejection," such as a break-up with a girlfriend, loss of a loved one, or lost job.

"He wants to get even with a woman for any imagined wrongs they might have done," said Mr. Hickey, who was born and raised in New Brunswick and now lives in California.

"Usually the victim is a symbol for someone else," he said, adding that anger-retaliatory rapists often use "blitz" attacks to incapacitate victims.

"Sex is used as a weapon to degrade and punish the victim and anger is the motivational factor," Mr. Hickey said.

Mr. Hickey said the brutality of the attack separates the Ottawa sex assault suspect from rapists who attack to assert power. Power rapists commit the majority of sexual assaults, he said.

Typically, anger-retaliatory rapists may want six months to a year before committing another sexual assault, Mr. Hickey said.

However, Mr. Hickey warns that profiles are seldom "clean" and often include variations and exceptions.

Mr. Hickey believes the suspect is likely paying close attention to media reports following the sexual assault.

"This is a guy who reads the paper, watches the media, follows the police reports in the news," he said. "He doesn't want to get caught."

Ottawa police Const. Isabelle Lemieux, however, said there is "no evidence" of similar sexual assaults occurring in Ottawa.

"There is nothing that has come out to suggest there is a serial pattern," she said.

I'd like to know why LE was reluctant to have a composite sketch drawn up and why they didn't contact criminal profilers immediately. Surely it would have been a wise thing to do, considering such a criminal might have been committing crimes in other nearby places.

I'm trying to consider context here when I question how RW became interested in fetishism.

There is a former student of Birchmount Collegiate involved in another court case that has grabbed national attention, due to its lurid content and fetishism. Now I see that Toronto taxpayers have funded a fetish party in a public park:

Khadr a bigger threat than Williams: poll

OTTAWA — In a showdown between terrorist Omar Khadr and serial killer Russell Williams, Canadians say Khadr is the bigger threat to the public.

Ottawa’s Abacus Data asked Canadians which of the two men, whose trials have dominated headlines recently, is the greater threat to Canada’s public safety. About 34% of respondents chose Khadr, 24% chose Williams, and the rest chose neither man.

Needless to say, the guy is a total creep. Like other Websleuths, I think Williams committed more crimes. Also, he told police that his cat's death triggered his bizarre behavior. However, the cat died in 2008, and we know Williams was breaking/entering homes in 2007.

executed a Criminal Code search warrant within the City of Toronto.
During the execution of the warrant, officers located and arrested Chad Meikle, 37, of Toronto.
He is charged with Accessing Child 🤬🤬🤬🤬🤬🤬🤬🤬🤬🤬🤬 and Fail to Comply with Probation.
He is scheduled to appear at Old City Hall on Friday, November 5, 2010, 60 Queen Street

CFB TRENTON, Ont. - How did this sadistic, cold, calculating and proficient rapist/murderer get to be the top serviceman here?

Until military brass are prepared to start answering that question, who cares what comes out of their puppet-controlled mouths!

Anything short of a full inquiry into the Col. Russell Williams affair will appear to the public as though the military is closing ranks and silencing forever what really went on here.

"To be clear, there will not be a separate military court martial as Canadian law clearly states there cannot be two trials for the same crime," Lt.-Gen Andre Deschamps told the media here.

"We don't need a lecture on the law from them. We know what double jeopardy is," responded lawyer and former military colonel Michel Drapeau Thursday. "I don't want to hear anymore what they can't do but instead what they can do."

A distinguished law professor himself, Drapeau said the military is wrong and it most certainly can charge Williams with disgraceful conduct, obstruction of justice as well as dereliction of duty as part of a court martial.

But you can tell they are hoping this will just all go away. Although no one in uniform ever appeared this week in court, they were clearly upset at Trenton Thursday.

"It's disgusting," said Capt. R.J. Ellis of what came out of court.

Warrant Officer Dave Murphy used the word "disturbing" to describe the trial of the man who was once his boss and Capt. Annie Morin, who worked with Williams closely, said although she realizes she could have ended up a victim, she also "never once felt unsafe."

The evidence shows she may have been mistaken since the base's commanding officer could access home address information and schedules, and had the skills to stealthily run a surveillance mission and pounce "black-ops" style.

Drapeau feels the "military needs" to protect the integrity of the uniform and "stripping him of his medals doesn't cut it."

He pointed out that Williams said in his confession to the OPP that he had murdered Jessica Lloyd on the same morning as he flew a plane full of troops to California.

"Is there an opening there? You need (eight) hours of sleep to fly." he said. "Don't forget they got Al Capone on tax evasion. The military has a responsibility to justice to find a way."


Otherwise, Williams is going to sneak off with his pension and perhaps even "$70,000 in separation pay."

Deschamps also said "there are no grounds to revoke his pension" either. Williams must be laughing. We are such chumps.

Why not take a peak into his files and see if there had been previous complaints about him?

If so, how were they dealt with? How did he act on the days of these heinous crimes? Anybody ever afraid to launch a complaint because of his rank? Any links to major crimes at other postings?

What about how the military deals with access to personal information on employees and how that is obtained in the future. Could searches for addresses be logged or should a senior person have to go through human resources to gain such details?

But none of those leaders yesterday at CFB Trenton wanted to talk about any of that, in fact, saying because "we have confidence" in those who serve in the military including the new commander, Col. Dave Cochrane, it will stay status quo.

When pressed by a reporter on this, Deschamps snapped back, "you are implying this commander is a criminal."

She wasn't but it must be said the previous CFB Trenton commander was, which is the whole point of her question.

However, the military just wants to "move on" and for everybody to just trust them.

That approach, though, did not work in the past.

BBM. I believe the good professor is trying to point out what has already been pointed out here. How on earth does someone stay awake all night committing rape and murder, then fly a plane full of troops to California? According to information graciously provided here, courtesy of a vetted former co-worker of RW, a previous commander has already paid a price for transgressions concerning flight rules.

How many troops were on that flight, anyways?

There are a few things I'd like to point out, other than RW's obvious lack of credibility:

As base commander, RW would have had access not only to MFC's personnel records, medical records and personal information, but to those of her boyfriend AP, a training instructor at CFB Trenton.

He would have known a lot, including how to find out when MFC would be working or not, and the same information for AP.

He may have known more about MFC than he let on, including the fact that she and AP had lived together. This would show as a previous address of hers on her records. The shared address would also show on AP's personnel files.

This information could have allowed him to set up AP as the suspect, in much the same way as Larry Jones, but with some important differences. He may have known through the grapevine that AP was renovating MFC's basement, for example, so there would be fingerprints all over the place. Did AP ever notice any items stolen from his home? Who at the base told AP that MFC did not show up for work, and did they suggest that he look for her?

Going one step further, the legal officer who reported to RW may then have done what RW suggests in the interview with Det-Sgt. Jim Smyth. That is, the legal officer may have told AP not to talk to the police without a lawyer, etc. So in addition to LE considering AP a suspect (family and friends are the usual suspects, especially when they find the body, as AP did), AP would then appear to be non-cooperative with LE. Talk about Machiavellian.

The icing on the cake is that AP, being a member of the military and working at the base where RW was in command, would not have been likely to speak out.

RW's position and sphere of influence, then, let him direct this drama, with the players not necessarily aware of being played. So much for RW's concern about the image of the Canadian Forces. The acts of this man show that he did not serve them: they served him, as handmaidens in the execution of this crime. His claim to be concerned about their image is the final insult: was he hoping to get them on his side and show gratitude, thereby letting his manipulation of them go without further examination? I suspect it was, in his final act as director of the Russell Williams show.

OTTAWA - Canada's military police received 163 reports of sexual assault and 505 reports of assault in 2009 - numbers one military expert says are unacceptable.

The figures, reported in the recently released Canadian Forces Provost Marshal 2009 report, show reports of sexual assaults have actually decreased slightly, from 166 in 2008, but the numbers are still very troubling, said Michel Drapeau, a retired colonel currently practising military law.

"It's the elephant in the room," he said. "When you look at what we know now . . . this is supposed to be a professional force. Men and women serve alongside each other. But you look at the context, and you look at those numbers, it's telling us it's not safe."

The WComd does not have access to a mbrs medical records. Absolutely, no way, no how. This is a certainty. He has no authority to request them. The Wing Surgeon would never allow it. A mbr's medical file doesn't even fall under the Wing - it falls under the medical detachment. Even the mbrs CO cannot know anything about a mbr medically - only their disposition.

A mbr's pers file? Possibly. That would be way too easy to verify - I'll try to explain the process. ALL pers files are requested on what's called a "GC 97". The Wing Orderly Room receives this request, and it is either picked up by the individual requesting it (in his case, his WExec) or mailed internally to the requestor. A charge slip is signed with the date, and to who it went to, and when it was brought back and put inside the empty pers envelope (like a library card of sorts). He doesn't just barge into the WOR and bark out orders or take something or help himself like it's portrayed on TV.

I know the TV portrays these positions as all mighty, all knowing, and all seeing, but they're not. Don't forget...he may have been the Wing Comd, but he has a boss he is to report to.

Sexual assaults - the only thing I can think of as to why there are so many reports, is that now everything is co-ed. Men and women are on courses together, quarters together, stressors, spending 24/7 together, there is a lot of partying and boozing at the messes. Things can get out of hand in a hurry (it's not right, but it's a fact).

Just a thought?
