This confuses me because different states and counties and jurisdictions have different ' titles' for LE I guess. Where I live we have a sheriff,,, he presdies over the whole county . A marshall's office I dont' really know what it is. So the way I've taken that whole talk is both the marshall and sheriff, two nearly EQUAL bodies of LE were informed, so that is better than just ONE being informed !
I only know of U.S. Marshalls, and that's kind of odd, because they are federal LE, not county or state. I'm not familiar with everything they do, other than they are involved in the witness protection program and they also escort prisoners to and from federal prisons.
It would have been a lot smarter for him to have gone straight to the Sheriff's dept. Even if they have a police dept. there, they usually call in the SD immediately because small town PD's are just not equipped to handle major cases.
ETA: I just remembered that many years ago, before our tiny little town had a real police department, we had a city marshal. This person only had jurisdiction over the town itself, not outside city limits. Everyone around here jokingly called him the dogcatcher because that's what his job mainly consisted of, picking up stray dogs that were a nuisance.
