About the BBM. IMO, and from experience, the beach area near the river would be almost the last area of concern for the contractors at that stage in the building process.
Maybe their last concern in terms of importance, but -- depending on the clearances of the planned construction, any machine work at the river's edge might have needed to be done early in order to still have room for equipment to maneuver down there from the road.

The home owner property would end on the riverbank at the ordinary high water mark.
So, building a wall out into the river past the ordinary high water mark would be to leave the homeowners property.

For the Salida site I see that the southern neighbor's property extends to the middle of the river (as it does at the Morphew home too) but that most parcels along that stretch, including the parcel of interest, seem to end at the water's edge -- probably the usual high water mark as mentioned.
Andy says someone gave him some “tree invoices” that seemed odd to her and he handed them right over to CBI who, he thought, seemed very interested to receive those.
What better way to disguise disturbed ground than to plant trees that by next season will appear to have been there for some time. Nothing to see here folks, nothing disturbed here, ever.
Planting trees always seems to require a much bigger hole than one might expect, to keep the root ball happy. There might be room for remains to be added with no noticeable hint from the surface.
Wish we knew where the trees were planted!
ETA forgot to mention: my take on AM's phrase "a loving husband" is that he was referring to outward appearances, how it seemed to others that Suzanne had the perfect life. He might have even been referring to Suzanne's perspective that she had a loving husband, at least until recently.
