There are normally certain procedures to go through when ending a tenancy such as an inventory check and inspection of the flat. I would have thought the landlord would have expected to be asked for a reference if the two women had found somewhere else to live . I wonder if they led her to believe they were returning to Hungary.I believe an open ended tenancy would mean there is no fixed end date, for instance a lot of landlords would want 4 weeks notice of when the tenant was due to leave, and this would be in their tenancy agreement.
It sounds like the sisters had contacted the landlady a few days before, telling her they intended to leave the property shortly. Maybe the landlady hadn't heard from them for a few days, and went round to speak to them in person to see what was happening.
Perhaps the landlord had said they were increasing the rent in the new year and the women could not afford the higher cost so said they would be leaving, though as people have said there is usually a notice period on both sides of a rent agreement.
The women, from everything that has been reported,do not appear to be the type of tenant to be evicted .
None of the reports I have read have indicated whether most of their possessions had been removed from the flat and just a few things left.
