Wonder how much time Jennifer spent on her balcony?
A view of her condo balcony would be best from where?
Is it possible that activity in the condo, lights, open slider could signal anyone looking in or driving through the parking lot whether she was home?
Here is the site map for Mosaic. I believe her apartment was facing the big lake if I am not mistaken. It shows a drive going around all the buildings and one would assume her lights would be visible as well as her balcony and on the end.

If perp had a plan to assault her in her apartment maybe his plan was thrown off by Jennifer leaving earlier than usual to mail the cellphone? Perp might have had to go to a new plan (including dumping the car without having checked to see if there was video surveillence) not as well thought out. He may have been about to head up the stairs when Jennifer was coming down. In that case, why wouldn't he have taken her back into her apartment instead of the car?
Had he not been a resident and had been watching her...I would consider this a better option for not getting caught. It would have just been easier. Besides, he would have to know which car was hers and where she was parked. Also, if he WAS a resident...who is to say he didn't take her into HIS apartment nearby? Or even an empty one...if perhaps he had a key?
