"The plant manufactures organic peroxides commonly used in everyday products like kitchen countertops, industrial paints, polystyrene cups and plates and PVC piping. The materials must be kept very cool, but refrigerators for the plant's low-temperature containers are out of commission, and backup generators were also swamped, meaning "the potential for a chemical reaction leading to a fire and/or explosion within the site confines is real," the company said."

"In its most recently available submission from 2014, Arkema said potentially 1.1 million residents could be affected over an area of 23 miles in a worst case, according to information compiled by a nonprofit group and posted on a website hosted by the Houston Chronicle.

But, Arkema added, it was using "multiple layers of preventative and mitigation measures" at the plant, including steps to reduce the amount of substances released, and that made the worst case "very unlikely."

Rowe told Reuters that the company has no way to prevent the explosion because the plant is swamped by six feet of water. The company did not move the chemicals, but told Reuters that it made extensive preparations."

"Daryl Roberts, the company's vice president of manufacturing, technology and regulatory services in the Americas, did not dispute that worst-case scenario but said that assumed all the controls in place failed and strong winds blew directly toward Houston, the nation's fourth-largest city.

"We have not modeled this exact scenario but we are very comfortable with this 1.5-mile radius," Roberts told the AP. He added that it mostly resembled less serious scenarios that would affect a half-mile radius and a few dozen people.

Roberts said the vessels containing the organic peroxide are equipped with controls to slow the release of chemicals. Because of the water, he said, the chemicals will quickly vaporize, reducing the size and scope of the fire."

List of chemicals:
https://iaspub.epa.gov/enviro/tsca.get_chem_info?v_registry_id=110000463258

"The company wouldn't or couldn't say specifically which chemicals are at the center of this incident. Some digging into records the company is required to file by law revealed*a list of 19 chemicals they use or have used.

At least one of the chemicals has to be kept at a maximum of 50 degrees Fahrenheit or it can combust.

Arkema has called a 9 a.m. press conference on Thursday where we hope to learn more about the dangers facing those who are near the plant and what authorities are doing to attempt to reduce that risk."

Scary stuff, and the chemicals then enter the flood waters, and then what happens ?

Not sure if it has been mentioned on this thread. Anyone heard the news about possible chemical explosion on a company at Crosby? Lack of power to maintain the refrigeration could start it.

Explosions at the plant:

two explosions heard, black smoke... one deputy inhaled fumes and was seen to hospital.

[h=1]New Mandatory Evacuation for Barker Reservoir Area Communities[/h]AUGUST 31, 2017
FORT BEND COUNTY, TX August 30, 2017 PM – The U.S. Army Corp of Engineers is currently forecasting a record pool elevation level in the Barker Reservoir several feet above the levels in the Tax Day flood of 2016. The reservoir has risen to 101.1 feet at this time and imminent flooding is expected in this area. As a result Fort Bend County has changed the voluntary evacuation to a MANDATORY evacuation order for the following subdivisions:

Another link with video:
The U.S. Chemical Safety Board -- the federal agency that investigates and helps clean up chemical accidents -- also said it was aware of the situation.
"The CSB is aware of the situation through news reports. We don’t have any other information other than what we are gathering from news reports. We are prepared to deploy to any incident that might result from Hurricane Harvey."

https://www.cnbc.com/2017/08/30/arkema-ceo-no-way-to-potentially-stop-an-explosion.html

Arkema: SA expects chemicals to catch fire or explode at its heavily flooded plant in Crosby, Texas in the coming days, and has no way to prevent that from happening, the chief executive officer of the company's North America unit said on Wednesday
.Richard Rowe, CEO of the North America unit, told reporters that chemicals on the site will catch fire and explode if they are not properly cooled, and that Arkema expects that to happen within the next six days as temperatures rise. He said the company has no way to prevent that because the plant is swamped by about six feet of water.

Rowe did not disclose the volume of chemicals on the site and said it was speculative to predict how much damage the plant could sustain. He said there could be an "intense fire" that would result in significant black smoke but would not pose any "long-term harm or impact."
The plant is near a section of Interstate 90 that has been underwater and closed.
The plant has been without electric service since Sunday. Back-up generators have largely been inundated with water, the company said.
Chemicals on site are stored at low temperatures and can catch fire or explode at higher temperatures. The plant lost refrigeration when backup generators were flooded and then workers transferred products from the warehouses into diesel-powered refrigerated containers. The company said some refrigeration of back-up containers has been compromised because of high-water levels and the company is monitoring temperature levels remotely.
The Federal Aviation Administration has temporarily barred flights over the area near the plant because of the risk of fire or explosion.

Russell HOnore is on the scene yeh he is terrific.

The hard work is after rescue effort, power grid, security, water problems ,

Bo mont grid in much danger - very bad 100 000 would have to be loved

door to door starting

I will never forget the first time , in Katrina, I saw them do the spray paint codes about how many dead are inside. It was gross

I dont know guys he talks fast, so missed some, could not tell if he was concerned about Houston power grid as well

Housin is big all our power grids are interconnected.

really glad to see him tho i do not think he is in charge (yet!) ha

but at least he is on scene - he got NO moving 4 hours after he got near the place!

Isnt amazing how we tend to feel safe --- the medical problems are going to a real real problem

were gonna learn that we really have no clue what we are doing

are there lots of gas stoves and hot water heaters in Houston

I have never seen a gas stove here in FL !

I wonder if planned explosion demolition might be the most ideal way to do this.

No idea how long it would take to set up per house but in execution its 10 seconds

It seems like the only way to start rebulding is to get rid of what is in the space .

I wish N Korean and Russia had hurricanes!

I took a HH Harvey haitis oh brother its all going to hell they have to stop look at old responses = its to big

I do not think we have the ability to get people to safety i think they need to bring safety to people air drops

Bomont power grid is gonna go do you guys know if those water purification pills will do flood water?

If that works they could air bomb water and those pill packets. Bomont water is really a problem

My brain is racing maybe when water recedes airdrop 55 gallon barrels of water

water tanker trucks are not gonna be able to cruise around the area

It just seems like air drops all over food water clothes

I understand that folks who believe in god and things will have real issues with this problem but I think we may need mass cremations - we cant have decomposing bodies all over the place and or individual funerals - where are these going to happen- everything is destroyed?

When water finally goes away ( How many national guard are there?)

Wal Mart should just orderly, let people come in and take a bag of food- something -- food is already there - that gets rid of some of transporting food "to" areas. They can give something back to the nation.

All of em especially when it comes to basics -- essentials CVS 7-11 etc the fed govt cant do it all cause anything the govt does has to be bought in , I suppose the fed govt and Wal Mart could do some sort of deal - but there are tons fo food already all over the place in the cities.

Transporting it in is time logistics its there already -- they need to think ahead - they know how to do this phase, to a point.

We cant be doing all this fed bureaucracy cra@. Its got to be about keeping alive - no water die - so they should start getting there act together regarding Bomont.

They knew the dams were a problem

They knew the checm plant was a problem

They know the grid in Bomont is going down. Start now figuring out water in Bomont.

Katrina was just different. He is not even done yet flooding other places .

what a mess
