"In its most recently available submission from 2014, Arkema said potentially 1.1 million residents could be affected over an area of 23 miles in a worst case, according to information compiled by a nonprofit group and posted on a website hosted by the Houston Chronicle.

But, Arkema added, it was using "multiple layers of preventative and mitigation measures" at the plant, including steps to reduce the amount of substances released, and that made the worst case "very unlikely."

Rowe told Reuters that the company has no way to prevent the explosion because the plant is swamped by six feet of water. The company did not move the chemicals, but told Reuters that it made extensive preparations."

Roberts said the vessels containing the organic peroxide are equipped with controls to slow the release of chemicals. Because of the water, he said, the chemicals will quickly vaporize, reducing the size and scope of the fire."

Two explosions have been reported at a flooded Crosby chemical plant that officials said was at risk of exploding, according to the company that operates it.

Arkema said early Thursday that black smoke was also visible following the two explosions, which occurred around 2 a.m.

At least one of the chemicals has to be kept at a maximum of 50 degrees Fahrenheit or it can combust.

Arkema has called a 9 a.m. press conference on Thursday where we hope to learn more about the dangers facing those who are near the plant and what authorities are doing to attempt to reduce that risk."

Arkema, Inc., which runs the plant, said in a release they were notified of the explosions by Harris County Emergency Operations at about 2 a.m. CDT.

Harris County police said on Twitter that one deputy was taken to the hospital after inhaling fumes from the plant and nine other officers drove themselves to the hospital as a precaution.

The Fort Bend County of Emergency Management has changed a voluntary evacuation to a mandatory evacuation order for several subdivisions in the Barker reservoir area.
However, people living in that mandatory evacuation zone should not try to leave until morning, because driving conditions may be unsafe.
The areas now under mandatory evacuation includes:

Arkema: SA expects chemicals to catch fire or explode at its heavily flooded plant in Crosby, Texas in the coming days, and has no way to prevent that from happening, the chief executive officer of the company's North America unit said on Wednesday
.Richard Rowe, CEO of the North America unit, told reporters that chemicals on the site will catch fire and explode if they are not properly cooled, and that Arkema expects that to happen within the next six days as temperatures rise. He said the company has no way to prevent that because the plant is swamped by about six feet of water.



Rowe did not disclose the volume of chemicals on the site and said it was speculative to predict how much damage the plant could sustain. He said there could be an "intense fire" that would result in significant black smoke but would not pose any "long-term harm or impact."
The plant is near a section of Interstate 90 that has been underwater and closed.
The plant has been without electric service since Sunday. Back-up generators have largely been inundated with water, the company said.
Chemicals on site are stored at low temperatures and can catch fire or explode at higher temperatures. The plant lost refrigeration when backup generators were flooded and then workers transferred products from the warehouses into diesel-powered refrigerated containers. The company said some refrigeration of back-up containers has been compromised because of high-water levels and the company is monitoring temperature levels remotely.
The Federal Aviation Administration has temporarily barred flights over the area near the plant because of the risk of fire or explosion.

If that works they could air bomb water and those pill packets. Bomont water is really a problem

I understand that folks who believe in god and things will have real issues with this problem but I think we may need mass cremations - we cant have decomposing bodies all over the place and or individual funerals - where are these going to happen- everything is destroyed?

Wal Mart should just orderly, let people come in and take a bag of food- something -- food is already there - that gets rid of some of transporting food "to" areas. They can give something back to the nation.

All of em especially when it comes to basics -- essentials CVS 7-11 etc the fed govt cant do it all cause anything the govt does has to be bought in , I suppose the fed govt and Wal Mart could do some sort of deal - but there are tons fo food already all over the place in the cities.

Transporting it in is time logistics its there already -- they need to think ahead - they know how to do this phase, to a point.

We cant be doing all this fed bureaucracy cra@. Its got to be about keeping alive - no water die - so they should start getting there act together regarding Bomont.
