Kentucky State Police and Letcher County Coroner Perry Fowler were still at the Letcher County Courthouse at 5 p.m. today investigating the shooting death of Letcher District Judge Kevin D. Mullins, apparently by the Letcher County Sheriff.

Officials say Sheriff Mickey Stines was arrested after surrendering himself to police. The shooting occurred in the judge’s chambers about 3 p.m. this afternoon (September 19).

Police had Main Street in Whitesburg cordoned off and were shooing citizens off the streets around it.

Stines allegedly walked into the judge’s outer office, told court employees and others gathered there that he needed to speak with Mullins alone. The two then went into the inner office, closed the door and those outside heard shots. Stines walked out with his hands up and surrendered to police.

Court employees were on the sidewalk outside the courthouse in shock following the shooting. Stines was handcuffed in the foyer of the courthouse. Officials expected the investigation to continue for several more hours.

Whoa. He went in the judge's chamber on a mission, knowing he would be arrested and certainly convicted, imo. What happened to cause him to do that??

WYMT-TV is reporting that the Letcher County Courthouse will be closed tomorrow in the aftermath of the Letcher County Sheriff killing a Letcher County District Judge at the Letcher County Courthouse.

<modsnip: Quoted post was modsnipped> ... I strongly suspect that this was an US style honor killing.

If so, the area where it occurred in notable in that eastern Kentucky was famous / infamous for various forms of honor killings and revenge honor killings. One of the clans in the Hatfield McCoy feud was based in eastern Kentucky. The other clan was across the state line in West Virginia.

WJHL-TV is reporting that a trooper with the Kentucky State Police spoke to the news media at 6:30 pm outside the courthouse.

The State trooper confirmed that a district judge was killed and an arrest had been made. The state trooper told reporters that due to the early nature of the investigation, a motive is not yet clear.

WJHL-TV also reported that the Kentucky State Police ordered a nearby high school to go into a mandatory lockdown after the shooting occurred.

My first reaction seeing this is that it's personal, so personal that the Sheriff was ready to face the consequences.

According to a 2007 article from The Mountain Eagle, Stines was formerly a bailiff for that Letcher County District Court prior to being elected sheriff in 2018.

What notable cases has Stines been involved in?​

In a 2022 suit filed in U.S. District Court alleging a Letcher County deputy sheriff offered "favorable treatment for sexual favors," Stines was listed as a defendant for "for allegedly failing to properly train" the deputy sheriff, the Courier Journal previously reported.

Stiles was to be deposed for the above suit on Monday.

I think a whole lot of things are going to be dragged into the light.
I do not condone taking the law into your own hands.
We'll see how this plays out.

“It also says Sheriff Stines did not “reasonably respond” to reports or suspicions.”

So are they implying he had an unreasonable response? Interesting that the alleged situation was happening in Judge Mullins chambers….I wonder if this will tie in somehow.

An arrest in Feb 2020 went viral after Sheriff Mickey Stiles arrested a suspect on outstanding warrants when Stiles was picking up his pizza. This is the same party who allegedly shot the local Judge (Mullins) today in cold blood....
