That’s a great thought! I bet they do have some extra rights to stop someone to interview, detain.I don't know about the CBP rules but there is also Exigent Circumstances, that allows immediate, no warrant entry if the police reasonably believe someone is in immediate danger of being harmed, evidence could be being destroyed, or a suspect is fleeing.
At the border, of course, sometimes they stop cars for “ secondary screening”, this can take 20 min to hours if they take vehicle apart. No warrant, just they “ thought” there “ might” be something hidden. Perfectly legal.
In CA, there are CBP checkpoints about 20-30 miles N of the border, so I know CBP has “ rights “ to search that far away.
Good question how far N the CBP “ rights” go?
